In continuation of HQrs Circulars cited under reference, a copy of Ministry of Defence (Finance) letter No. 231(14)/2016/Bud-II (Pt) dated 29 January, 2021 on above subject is forwarded herewith for kind information, guidance and necessary action please.

Subject: Clarification w.r.t. Performance Security.
Reference is invited to MOD (Fin) OM of even No. Dated 5th January, 2021 issuing clarification w.r.t. applicability of the reduced amount of Performance Security, notified vie MoF OM No. F.9/4/2020-PPD dated 12th November, 2020.
2. In continuation of the above OM of MOD (Fin), it is clarified that the referred OM and MoF’s instructions issued vide MoF OM dated 12-11-2020 are applicable to all vendors, whether Indian or Foreign.
