Appointment of Employees from the Reserved Categories

Will the Minister of CULTURE be pleased to state:
(a) whether the employees belonging to Other Backward Classes (OBCs), Scheduled Castes (SCs) and Scheduled Tribes (STs) categories are appointed at various bodies under the Ministry such as Attached Offices, Subordinate Offices, Deemed Universities, Central Institutions, Autonomous Bodies, Museums, Regional Cultural Centres, Libraries etc;
(b) if so, details thereof during the last three years and the current year, year, category and institution-wise;
(c) the details of the number of employees from the said categories employed at Group-A/senior posts such as Director, Professor, General Manager, Deputy Director, etc., institution-wise; and
(d) the details of the measures taken by the Government to increase the opportunities for training, promotion and representation of the said categories of employees?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) IN RESPECT OF LOK SABHA STARRED QUESTION NO.✝*16FOR REPLY ON 21.07.2025 RAISED BY SHRI DEVESH SHAKYA, HON’BLE MEMBER OF PARLIAMENT REGARDING ‘APPOINTMENT OF EMPLOYEES FROM THE RESERVED CATEGORIES’.
(a) to (d): Yes, Sir. Government of India issues instructions, from time to time, regarding representation, promotion and training of employees including reserved categories’ employees. As per the reservation policy of the Government of India, reservation in services is applicable up to the lowest rung of Group A posts. Reservation is not applicable for promotion from Group A posts to Group A posts. The details of appointments made during the last three years and the current year, year, category and institution-wise at various bodies under the Ministry, and the details of the number of employees from the OBC, SC & ST categories employed at Group-A/senior posts institution-wise are given at Annexure-I.
