New Modalities issued for Implementation of Restructured Version of Training for All (TFA) Scheme / प्रशिक्षण फॉर ऑल (TFA) योजना के पुनर्गठित स्वरूप के क्रियान्वयन हेतु नई व्यवस्थाएं जारी
भारत सरकार के कार्मिक एवं प्रशिक्षण विभाग ने XVIवें वित्त आयोग चक्र (2026-27 से 2030-31) के दौरान पुनर्गठित “Training For All (TFA)” योजना के क्रियान्वयन हेतु नई कार्यप्रणाली (Modalities) जारी कर दी है। यह आदेश 07 मई 2026 को जारी किया गया।
इससे पूर्व 28 अप्रैल 2026 को जारी पत्र में TFA योजना की रूपरेखा, State Category Training Program (SCTP) के दिशा-निर्देश तथा वर्तमान वित्तीय वर्ष के लिए प्रस्ताव आमंत्रित किए गए थे।
नवीन आदेश के तहत Faculty Development Scheme (FDS) की विस्तृत कार्यप्रणाली जारी की गई है। यह योजना अब Trainer Development Program (TDP) से अलग कर स्वतंत्र रूप से संचालित की जाएगी। यह Administrative Training Institutes (ATIs), Central Training Institutes (CTIs) तथा अन्य सरकारी प्रशिक्षण संस्थानों पर लागू होगी।
इसके अतिरिक्त, Digital Learning Lab (DLL) एवं स्टूडियो की स्थापना से संबंधित 24 अप्रैल 2025 की पूर्व व्यवस्थाएं XVIवें वित्त आयोग अवधि में भी लागू रहेंगी। इनका उपयोग DLL की स्वीकृति एवं प्रतिपूर्ति दावों के लिए किया जाएगा।
सरकार ने DLL स्थापना तथा मानव संसाधन नियुक्ति से संबंधित प्रतिपूर्ति दावों में स्पष्टता लाने हेतु Annexure-II के रूप में एक स्पष्टीकरण ज्ञापन भी जारी किया है।

Subject: Implementation of Restructured Training For All (TFA) Scheme in XVIth Finance Commission Cycle {2026-27 to 2030-3 1 }—Issuance of Modalities regd.
Sir/ Madam,
Vide this Department’s letter of even number dated 28.04.2026, broad contours of the components of the restructured Training For All (TFA) Scheme to be implemented in the XVIth Finance Commission, (FC) Cycle were brought to the notice of the Administrative Training Institutes (ATIs) for information. Modalities for implementation of the restructured State Category Training Program (SCTP) and seeking proposals for the current Financial Year (FY) under the said component were also issued in the said communication.
2. Modalities of another significant component of TFA Scheme namely, Faculty Development Scheme (FDS) forming Annexure —I to this communication are hereby issued for compliance of ATIs, CTIs and Government TIs. The FDS is de-linked from the Trainer Development Program (TDP) and shall be operated as an independent component under the TFA Scheme in the XVIth FC Cycle.
3. As regards, the modalities for setting up of Digital Learning Lab (DLL)/Studio under the Augmentation of Capacity of Training Institutes (ACTI) component of the TFA Scheme, the modalities issued vide this Department’s letter dated 24.04.2025 shall continue to remain in force during the XVIth FC Cycle for seeking approval to the sanction of DLL and for seeking reimbursements. However, in order to bring in more clarity in the submission of claims on account of setting up of DLL and hiring of manpower, a Clarificatory memorandum forming Annexure —‘II’ to this communication is issued for compliance of ATIs as have opted for setting up of DLL under the ACTI component of the TFA Scheme of DoP&T.
4. Modalities for remaining components will be issued shortly.
