Eighth Pay Commission: Functions, Report Timeline and Progress so far – Government clarification in Rajyasabha / आठवां वेतन आयोग: कार्यप्रणाली, रिपोर्ट की समय-सीमा और अब तक की प्रगति पर राज्यसभा में सरकार का रस्पष्टीकरण – Unstarred Question No.1036
In a written reply to the Rajya Sabha on Tuesday, July 28, 2026, the Ministry of Finance clarified that the Eighth Central Pay Commission (CPC) functions under an independent procedure and is expected to submit its report within 18 months of its constitution.
The clarification came in response to an Unstarred Question No. 1036 raised by Member of Parliament Shri Javed Ali Khan regarding the progress, union consultations, family unit considerations, and final report timeline of the 8th Central Pay Commission.
Independent Functioning & Consultation Process:
In an unstarred question Rajya Sabha member Shri Javed Ali Khan sought information regarding:
- The number of meetings held by the 8th Central Pay Commission.
- The employee unions consulted so far.
- Whether employee unions had demanded increasing the number of family units from three to five, including parents, for determining the fitment factor.
- The Government’s response to such a demand.
- The expected timeline for submission of the Commission’s report.
Reply
In its reply, Shri Pankaj Chaudhary, Minister of State in Finance Ministry stated that 8th Pay Commission’s Term of Reference (ToR) do not required them to keep the Government informed about the progress of the proceedings of the commission including:
- The number of meetings conducted.
- The progress of its deliberations.
- The recommendations under consideration.
- The consultation process with employee unions.
राज्यसभा में मंगलवार, 28 जुलाई 2026 को दिए गए एक लिखित उत्तर में वित्त मंत्रालय ने स्पष्ट किया कि आठवां केंद्रीय वेतन आयोग (8th Central Pay Commission – CPC) एक स्वतंत्र प्रक्रिया के तहत कार्य करता है और इसके गठन की तिथि से 18 माह के भीतर अपनी रिपोर्ट प्रस्तुत करने की अपेक्षा की गई है।
यह स्पष्टीकरण राज्यसभा के सांसद श्री जावेद अली खान द्वारा पूछे गए अतारांकित प्रश्न संख्या 1036 के उत्तर में दिया गया। प्रश्न में 8वें वेतन आयोग की प्रगति, कर्मचारी संगठनों से परामर्श, फिटमेंट फैक्टर के लिए परिवार इकाई (Family Unit) के संबंध में उठाई गई मांग तथा आयोग की अंतिम रिपोर्ट की संभावित समय-सीमा के बारे में जानकारी मांगी गई थी।
स्वतंत्र कार्यप्रणाली एवं परामर्श प्रक्रिया
अतारांकित प्रश्न में सांसद श्री जावेद अली खान ने सरकार से निम्नलिखित जानकारियां मांगी थीं—
- 8वें केंद्रीय वेतन आयोग द्वारा अब तक कितनी बैठकें आयोजित की गई हैं।
- अब तक किन-किन कर्मचारी संगठनों से परामर्श किया गया है।
- क्या कर्मचारी संगठनों ने फिटमेंट फैक्टर निर्धारित करने के लिए परिवार इकाइयों (Family Units) की संख्या तीन से बढ़ाकर पांच करने तथा उसमें माता-पिता को भी शामिल करने की मांग की है।
- यदि ऐसी मांग की गई है, तो उस पर सरकार की क्या प्रतिक्रिया है।
- आयोग अपनी अंतिम रिपोर्ट कब तक प्रस्तुत करने की संभावना है।
सरकार का उत्तर
वित्त मंत्रालय में राज्य मंत्री श्री पंकज चौधरी ने अपने लिखित उत्तर में कहा कि 8वें केंद्रीय वेतन आयोग के कार्यादेश (Terms of Reference – ToR) में आयोग पर यह दायित्व नहीं है कि वह अपनी कार्यवाही की प्रगति के बारे में सरकार को नियमित रूप से अवगत कराए।
इसलिए सरकार के पास निम्नलिखित विषयों से संबंधित कोई जानकारी उपलब्ध नहीं है—
- आयोग द्वारा आयोजित बैठकों की संख्या।
- आयोग की विचार-विमर्श प्रक्रिया की प्रगति।
- आयोग द्वारा विचाराधीन सिफारिशें।
- कर्मचारी संगठनों के साथ हुई परामर्श प्रक्रिया का विवरण।

Will the Minister of Finance be pleased to state:
(a) the details of number of meetings held by Eighth Central Pay Commission (CPC);
(b) the details of Employees’ Unions consulted so far, Union-wise;
(c) whether Employees’ Unions have demanded to increase the number of family units from 3 to 5 including parents of the employees to calculate fitment factor for 8th CPC;
(d) if so, the details thereof and response of the Commission or Government thereto; and
(e) by when the Commission is likely to submit its report to Government for consideration and implementation?

(a) to (d): The Government has notified Resolution dated 03.11.2025 for constitution of the 8th Central Pay Commission including its Terms of Reference (ToR). The Resolution dated 03.11.2025 provides that the 8th Central Pay Commission will devise its own procedure. The Commission’s Terms of Reference do not provide that the Commission would keep the Government updated on the progress made by it, the nature of recommendations being contemplated or on its consultation process during the course of its deliberations.
(e): As per the Resolution dated 03.11.2025, the 8th Central Pay Commission will make its recommendations within 18 months of the date of its constitution.
