Sub: Endorsement on Special Passes, issued on medical ground, for issue of Pass for return journey.
As per Rule No.3(ii) under Col(3) of Item No.(1) (On Medical Grounds) of Schedule-VII of Railway Servants (Pass) Rules, 1986 (Second Edition-1993) [RSPR- 1986], a Special Pass on medical ground (hereinafter referred to as Me-dical Pass) for return journey may be issued by the Railway within whose jurisdiction the hospital is located. However, a stamped endorsement to this effect is required to be made on the outward Medical Pass, by the PIA of the parent Railway.
2. It has been brought to the notice of Board that several Pass Issuing Authorities (PIAs) are not making such endorsement. As a result, beneficiaries face considerable difficulty in obtaining a Medical Pass for r-eturn journey, especially in cases where the treatment extends beyond the stipulated validity period of the outward pass.
The matter has been examined and it has been decided that while issuing Medical Pass for outward journey, PIAs shall invariably make an endorsement authorizing the Railway, in whose jurisdiction the hospital is located, to issue Medical Pass for returnjourney. For this purpose, the beneficiary shall submit valid supporting documents such as copies of outward Medical Pass, ticket/s issued against the same, receipts/advices/prescriptions/discharge summary, etc. issued by the treating hospital, to the PIA of the Railway, in whose jurisdiction the hospital is located, in order to establish that the -extension of -stay beyond the validity period of the outward Medical Pass, was necessitated for the required medical treatment.
