STAGNATION IN THE SERVICES OF MTS
1368. SHRI ABHAY KUMAR SINHА:
Will the Minister of FINANCE be pleased to state:
(a) whether the Government is aware that Multi-Tasking Staff (MTS) working under various Departments of the Ministry of Finance are facing severe stagnation due to limited promotional opportunities, resulting in many employees remaining in the same post for several years despite becoming eligible for promotion, if so, the details thereof;
(b) whether the Government has reviewed the cadre strength, vacancy position, promotional avenues and career progression of MTS working under the Ministry; and
(c) if so, the details thereof along with the steps being taken by the Government to provide adequate promotional opportunities, remove stagnation and ensure a fair and time-bound career progression for MTS employees?

(a): The Multi-Tasking Staff (MTS) have promotional opportunities in their career progression. MTS on promotion becomes Junior Secretariat Assistant (JSA) of Central Secretariat Clerical Service (CSCS). Proactive steps are taken to promote MTS to JSA grade as and when vacancy arises in JSA grade in the Ministry of Finance. Further, financial upgradation under Modified Assured Career Progression (MACP) Scheme is also available.
(b) & (c): The cadre review of CSCS is a policy matter and considered from time to time, keeping in view the cadre, functional requirements and administrative exigencies. Government has constituted a committee for cadre restructuring of Central Secretariat Clerical Service (CSCS).
