RESERVATION POLICY FOR OBCs

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Ministry has undertaken any steps for formulation and implementation of Reservation Policy for OBCs in recruitment for various posts and services under the Government and Union Territories, if so, the details thereof;
(b) whether the Ministry has undertaken any welfare measures for OBCs, if so, the details thereof;
(c) the total number of OBCs were recruited and appointed in various posts/services during the last five years;
(d) whether the Ministry has any proposal to review of the various schemes earmarked for the welfare of Other Backward Classes, if so, the details thereof; and
(e) if not, the reasons therefor?

(a) & (c) : The Government of India has a reservation policy through OM dated 8.9.1993 of the Department of Personnel and Training and other instructions issued from time to time, under which 27% of vacancies in direct recruitment to civil posts and services under the Government are reserved for OBCs (Socially and Educationally Backward Classes – SEBCs). The implementation of the reservation policy is being done by the Department of Personnel and Training.
(b), (d) & (e) : The Ministry is taking the following measures for the welfare of OBCs :
The Umbrella Scheme of PM Young Achievers’ Scholarship Award Scheme for Vibrant India for OBCs and others (PM-YASASVI) for the welfare of Other Backward Classes with the following components.
(i) Pre-Matric Scholarship for OBC, EBC and DNT Students
(ii) Post-Matric Scholarship for OBC, EBC and DNT Students
(iii) Top Class Education in Schools for OBC, EBC and DNT Students
(iv) Top Class Education in Colleges for OBC, EBC and DNT Students
(v) Construction of Hostel for OBC Boys and Girls.
Umbrella Scheme “Scholarships for Higher Education for Young Achievers Scheme (SHREYAS-OBC)”, which has two sub-schemes namely-
(i) National Fellowship for OBCs
(ii) Dr. Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) and Economically Backward Classes (EBCs)
The revision of the Schemes for OBCs is undertaken from time to time in consultations with all stake holders and the concerned Ministries and Departments.
