Census (Amendment) Rules, 2026 — MHA Notification on appointment of Teachers, Clerks, any person etc as Enumerator: G.S.R. 896(E)

NOTIFICATION
New Delhi, the 16th October, 2026
G.S.R. 896(E).— In exercise of the powers conferred by sub-section (1) of section 18 of the Census Act, 1948 (37 of 1948), the Central Government hereby makes the following rules further to amend the Census Rules, 1990, namely:-
1. Short title and commencement. — (1) These rules may be called the Census (Amendment) Rules, 2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Census Rules, 1990, in rule 3, in the Table, against serial number 5, for the entries under column 2, the following entries shall be substituted, namely :-
“(i) Teachers of any educational institution of the Government, local authority, aided or unaided private bodies, societies or trusts.
(ii) Clerks or any official of the Central Government, State Government, local authority or establishment (including public sector undertakings, statutory bodies, banks, companies, institutions, societies and trusts).
(iii) Any person, as the State Government or the Union territory Administration may consider suitable, to perform the duties as an Enumerator.”.

Existing Rule 3 of Census Rules, 1990:
3. Appointment of Census Officers :- The State Governments and the Union territory Administrations in order to aid the taking of the census within their States or Union territories, may appoint officers from against the category mentioned in column 2 as census officers within their jurisdictions with such designation mentioned in column 1 of the Table below.
