Item No. NC-49/23/26: Recognition of Various Service Associations (DoPT & other Ministries)
The demand in brief is that 13 applications for recognition under the RSA Rules, 1993 are pending since long time in respect of several Service Associations in different Departments and Ministries. As a result, many Departmental Councils of various Ministries remain defunct.
Secretary, Staff Side raised that in many cases although there is no litigation pending, the recognition of service associations has not been decided.
Decision: Chairman directed the concerned Ministries/Departments to examine the pending cases of recognition mentioned by Staff side. It should be ensured that apart from cases where the matter is sub-judice, all other cases are decided in a specific time frame. Cases where application is complete with required documents and the matter is not sub-judice, should be decided within 3 months. Cases where the application is returned for want of deficient documents, should be decided within 6 months’ time. Â
