Subject: Cadre controlling functions in respect of unabsorbed Group ‘C’ & ‘D’ employees working in various Telecom Circles, Maintenance regions etc. of BSNL.

The undersigned is directed to refer to this Department OM of even number dated 9th March, 2021 on the above Subject and to say that vide above referred OM Director(Estt.) nominated in the concerned Territorial Circle has been authorized to issue retirement/struck off orders, granting NOC for proceeding abroad etc. in respect of unabsorbed or DoT optee Group ‘C’ and ‘D’ employees.
2. The intention behind the issue of the above mentioned OM was that the service records of such employees are being maintained at Circle level. However, it is observed that still BSNL is referring the retirement cases of Group ‘C’ & ‘D’ employees to DoT for providing vigilance clearance.
3. The matter has been considered and it has been observed that all the details of such employees including disciplinary/vigilance cases are being maintained by the concerned Territorial Circle. Furthermore, the Sanchar VHR (vigilance portal) is accessible to BSNL also. It has accordingly, been decided that BSNL may seek vigilance clearance, if required, directly from CVO through the portal instead of referring the case to this Department.
4. It has also been observed that BSNL is sending the cases of Presidential Order of absorption without vigilance clearance. It is accordingly requested that all the proposal seeking approval of issuing Presidential Order may be sent to this Department only after obtaining Vigilance Clearance through Sanchar VHR.
