CIRCULAR
Sub: Scheme for promotion of Adventure Sports and Similar Activities amongst Central Government Civil Employees Programmes to be organised by Youth Hostels Association of India for the month of October & November 2025.
The undersigned is directed to refer to the Department of Personnel & Training Office Memorandum No. 125/1/2015-16/CCSCSB dated 04.12.2015 regarding the Scheme for Promotion of Adventure Sports and Similar Activities amongst Central Government Employees and to inform that the Youth Hostels Association of India (YHAI – Delhi State Branch) has offered two programmes exclusively for Central Government Civil Employees. Each programme will be limited to the first 25 participants, selected on a first-come, first-served basis.
2. The Programme details are as under:
I) First Programme:- Individual Adventure cum Training Camp Gangotri Uttarkashi 2025 ( 30th October to 3rd November)
(This programme is for Central Govt. Civil Employees only)

Detailed Itinerary
Day 1: Reporting at Rishikesh ISBT and journey to Uttarkashi
Participants will assemble at Rishikesh ISBT by 08.00 AM, where they’ll meet the group leader start their journey to Uttarkashi. The journey to Uttarkashi marks the beginning of an unforgettable Himalayan adventure, traversing the foothills of Uttarakhand under the starlit sky. After a refreshing halt for breakfast en route, the group will drive through Chamba and Dharasu, enjoying panoramic views of Tehri Lake, a massive reservoir formed by the Tehri Dam. By afternoon, participants will check into a hotel in Uttarkashi, a spiritual town nestled on the banks of the Bhagirathi River. Known as the “Kashi of the North,” Uttarkashi is revered for its temples and as a gateway to the Char Dham. After orientation session, participants will explore the Kashi Vishwanath Temple, an ancient shrine dedicated to Lord Shiva, believed to be as sacred as its namesake in Varanasi. Night stay at Uttarkashi.
Day 2: Local Exploration
We will visit to the Nehru Institute of Mountaineering (NIM)—India’s premier mountaineering school, and other local sightseeing.
Day 3: Uttarkashi → Gartang Gali Trek → Gangotri
After an early breakfast, the group will drive to Lanka Bridge, the starting point of the Gartang Gali trek. This 2.5 km moderate trail leads to a historic wooden stairway bridge, once a vital link on the Indo-Tibetan Silk Route, Gartang Gali clings dramatically to a cliff face at 11,000 feet, offering breathtaking views of the Nelong Valley and Bhagirathi Gorge. A peaceful riverside walk along the Bhagirathi River rounds off the day.
Day 4: Gangotri Exploration and move to Uttarkashi
The day begins at dawn with a drive to Gangotri, one of the four sacred Char Dham pilgrimage sites. Located at 3,100 meters, Gangotri Temple marks the origin of the holy Ganges River, where Goddess Ganga is believed to have descended to Earth through Lord Shiva’s. Participants will also visit Bhagirath Shila, where King Bhagirath meditated to bring Ganga to Earth, Pandava Gufa, linked to the Mahabharata, Surya Kund and Museum (Art Gallery). The spiritual energy of Gangotri is palpable, making this a deeply moving experience. After Lunch move to Uttarkashi.
Day 5: Return to Rishikesh
After breakfast and check-out, the group embarks on the return journey to Delhi. The 7-8hours’ drive offers time to reflect on the spiritual, cultural, and natural wonders experienced over the past days. Arrival in Rishikesh is expected between 04.00 pm -05.00 pm.
II) Second Programme: – INDIVIDUAL ADVENTURE CUM TRAINING CAMP UTTARAKHAND KUMAON 2025 (This programme is for Central Govt Civil Employees only)
Duration: 5 Days / 4 Nights

Detailed Itinerary
Day 1: Reporting at Kathgodam Railway Station at 07.00 am, Kathgodam — Kaichi Dham — Jageshwar
Reporting at Kathgodam in the early hours, and prepare for a spiritually enriching day. First stop: the revered Kaichi Dham, a tranquil temple nestled in the hills, followed by visits to nearby sacred sites. After soaking in the peaceful vibes, continue your journey to Jageshwar, a mystical town surrounded by deodar forests and ancient stone temples. Spend the night in Jageshwar, embraced by the quietude of the Himalayas.
Day 2: Jageshwar — Patal Bhuwaneshwar
Begin your morning with a visit to the iconic Jageshwar Dham Temple, a complex of over 100 stone shrines dating back to the 9th century. After visiting the temple, embark on a scenic drive to Patal Bhuwaneshwar, a hidden gem known for its legendary limestone cave temple. Check into a cozy hotel near the cave and unwind for the night, surrounded by the mystique of ancient lore.
Day 3: Patal Bhuwaneshwar — Mukteshwar
After breakfast, explore the awe-inspiring Patal Bhuwaneshwar Cave, believed to be the abode of 33 crore Hindu deities. The cave’s intricate formations and spiritual energy make it a truly unforgettable experience. Post exploration, head toward Mukteshwar, a charming hill town known for its panoramic views and peaceful ambiance. Enjoy a restful night at your camp or hotel in Mukteshwar.
Day 4: Outdoor Adventures in Mukteshwar
Wake up to crisp mountain air and a day full of adventure. Mukteshwar offers thrilling outdoor activities like rope activities/nature walks/hiking etc. Whether you’re chasing adrenaline or simply soaking in the , views of the snow-capped Himalayas, this day is all about embracing the wild beauty of Uttarakhand.
Day 5: Return to Kathgodam Railway Station
With your heart full of memories and your spirit refreshed, begin your journey back to Kathgodam.
Inclusions:
- Transportation (Kathgodam—Jageshwar—Patal Bhuwaneshwar-Mukteshwar—Kathgodam) NON-AC Tempo Traveller or Jeep
- All Vegetarian meals (Breakfast, Lunch, Dinner)

4. Financial Assistance Under the scheme as follows:
4.1) Financial assistance will be in the form of reimbursement of Travel Expenses, programme fee and Hiring Charges of the equipment as per the terms and conditions specified in paragraph 5.2 to 5.4 and with a maximum ceiling of Rs.20,000/- (Rs. Twenty thousand only) per person per camp. The assistance will be limited to one activity in a block period of two year. Financial Assistance of 100% of programme fee would be provided in a calendar year to two officials of each Ministries/Departments who have been awarded by the Ministry/Department for excellence in service and nominated for the programme.
4.2) Travel Expenses : To and fro travel expenses as per the entitlements under Leave Travel Concessions Rules with a maximum ceiling of Rs. 4,000/-
4.3) Re-reimbursement of Programme fee:
(a) 90% for Group ‘C’ Central Government Employee;
(b) 80% for Group ‘B’ Central Government Employee; and
(c) 75% for Group ‘A’ Central Government Employee.
4.4) Equipment Hiring Charges: Actual hiring charges if the necessary equipment are hired from any Government agency with adequate proof subject to maximum of Rs. 2,000/-.
5. Special Casual Leave will be granted to eligible participants in accordance with Department of Personnel & Training Office Memorandum No. 6/1/1985-Estt. (Pay-I) dated 16th July, 1985 and No.6/1/85-Estt(Pay-1) dated 7th November, 1988.
6. The interested and eligible Central Government Civil Employees may submit his/her application directly to YHIAI and a copy of the same may be endorsed to Secretary, CCSCSB, Room No-361-B wing. Lok Nayak Bhawan, Khan Market, New Delhi 110003 or email to cescsb.adventure.sports[@]gmail.com and Advance payment for the programme has to be paid directly to the organiser and reimbursement as admissible will be made after successful completion of programme. On completion of said activity, applicant may submit expenditure details (fee receipt & Tickets in original) along with Aadhar Number and Bank Details (Name of Bank, Account Number, IFSC Code and Branch Code) for smooth reimbursement of claim.
7. It is mandatory to submit duly filled check-list along with proforma (Annexed herewith).
8. It is hereby submitted that participants will join the above programme voluntarily and Govt. of India/ CCSCSB will not be responsible for any untoward incident.
