Sub:- Nomination of Liaison Officer for SCs/STs in Zonal Railways/Production Units at the level of JA Grade Officer.
Ref:- Board’s letter of even No. dated 03.12.2020 and 23.12.2025.
One of the Railway namely East Central Railway vide their letter No. ECR/IR&W/RP Cell/SC-ST Nomination dated 26.11.2025 has proposed that “now SC/ST officers of relevant grade available in Workshops/Extra divisional units. Reference received from these units for nomination of Liaison Officer from their unit itself as it will help minimize the delay of roster vetting or others RP Cell related work” proposing that “SC/ST officer in relevant grade in Workshops/Extra divisional units, he or she may be nominated as Liaison Officer of the respective unit or otherwise”.

In this regard, DOP&T’s OM No. 43011/153/2010-Estt.(Res.) dated 08.12.2022 regarding “Nomination of Liaison Officer for SC, ST, OBC, PwBD, EWS and Ex-servicemen and setting up of a Reservation Cell in each Ministry/Department for enforcement of orders of reservation in posts and services of the Central Government” has been circulated therewith by Board’s letter of even no. dated 23.12.2025.
3. Please refer to Board’s letter of even no. dated 03.12.2020 forwarding therewith a copy of DOP&T’s OM No. 43011/153/2010-Estt. (Res.) dated 04.01.201 3, regarding nomination of Liaison Officer for SCs/STs in Zonal Railways/Production Units at the level of JA Grade Officer and setting up of Reservation Cells. The matter has since been reviewed in Board’s office ai1d in impartial modification of Board’s letter of even no. dated 03.12.2020 it is clarified that where SC/ST officers of the requisite level I grade are available within the concerned Workshop / Production Unit / Extra Divisional Unit, such officers may be nominated as Liaison Officers for their respective unit, for smooth functioning of Reservation Cell related work.
4. The above may please be brought to the notice of all concerned for information/ necessary action and strict compliance.
