Sub: Clarification regarding counting of Holidays in Joining Time.

Ref: NWR’s letter no. E/HQ/Gaz/NWR/Leave/VC dt.02.09.2025.

Please connect letter under reference, vide which Railway has requested to issue suitable guidelines/clarification on the subject mentioned above.

In this regard, it is stated that the main purpose of granting joining time to a Railway Servant transferred in public interest, is to enable him to join a new post. Further, as per Para ‘3’ of Master Circular No.6 on Joining Time, Joining time commences from the date of relinquishment of charge of the old post, if the charge is made over in the forenoon or on the following date, if the charge is made over in the afternoon. Also, as per Para 5.3.1, when holidays precede the joining time, there is no need for extending the joining time. In view of this, if a Railway servant relinquishes charge at the old station on the eve of a holiday/holidays (Saturday/Sunday/Public holiday) and reports at the new station on the forenoon of the day immediately after the holiday (s), the intervening period may be treated to have been availed of ‘Joining Time’.

Necessary action may be taken accordingly.
