REVISION OF COAL MINES PENSION SCHEME

Will the Minister of COAL be pleased to state :-
(a) whether it is a fact that the pension under the Coal Mines Pension Scheme has not been revised since its inception and if so, the reasons therefor and the present minimum, maximum and average monthly pension, together with the number of pensioners in each pension slab;
(b) whether the Government has received representations including from Members of Parliament and pensioners’ associations, seeking revision of pension under the Scheme in view of inflation over the last 28 years and if so, the action taken thereon; and
(c) whether any proposal for pension enhancement, indexation, dearness relief or periodic revision is under consideration and if so, the details thereof?

(a) The Coal Mines Pension Scheme, 1998 came into force on 31st March, 1998. Minimum monthly pension under the scheme has been revised to Rs. 1000 with effect from 08th March, 2024, benefiting eligible pensioners.
The scheme does not prescribe any maximum ceiling on pension. Pension under the scheme is determined on the basis of the member’s average emoluments during the last ten months of service, pensionable service and the applicable category of pension. A total of Rs. 515 crore was disbursed to 4.58 lakh pensioners in May 2026, indicating an average monthly pension of over Rs. 10,000.
(b) Yes. As per provisions of the Coal Mines Pension Scheme, 1998, pension revision is contingent upon actuarial recommendations. The latest actuarial valuation (as on 31st March, 2022) did not recommend enhancement due to shortfall in the pension fund. However, Government has taken a positive step by ensuring a minimum pension of Rs. 1000 per month with effect from 08.03.2024, benefiting eligible pensioners.
(c) At present, no such proposal is under consideration.

क्या कोयला मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या कोयला खान पेंशन योजना के अंतर्गत पेंशन की राशि में इसके प्रारंभ होने के बाद से कोई संशोधन नहीं किया गया है और यदि हाँ, तो इसके FA कारण हैं तथा प्रत्येक पेंशन स्लैब में पेंशनभोगियों की संख्या सहित वर्तमान में न्यूनतम, अधिकतम और औसत मासिक पेंशन कितनी है;
(ख) कया सरकार को गत 28 वर्षो में हुई मुद्रास्फीति के आलोक में इस योजना के अंतर्गत पेंशन में संशोधन की मांग करने वाले अभ्यावेदन प्राप्त हुए हैं, जिनमें संसद सदस्यों और पेंशनभोगी संघों से प्राप्त अभ्यावेदन भी शामित्र हैं और यदि हाँ, तो उन पर क्या कार्रवाई की गई है; और
(ग) क्या पेंशन में वृद्धि, सूचकांक संबद्धता, महंगाई राहत या आवधिक संशोधन का कोई प्रस्ताव विचाराधीन है और यदि हाँ, तो तत्संबंधी ब्यौरा क्या है?

(क) : कोयला खान पेंशन स्कीम, 1998 दिनांक 31 मार्च, 1998 को ल्रागू हुई। इस स्कीम के तहत न्यूनतम मासिक पेंशन को 08 मार्च, 2024 से संशोधित कर 1000 रुपये कर दिया गया है, जिससे पात्र पेंशनभोगियों को लाभ होगा।
यह स्कीम पेंशन पर अधिकतम सीमा निधधारित नहीं करती है। इस स्कीम के तहत पेंशन का निर्धारण पिछले दस महीनों की सेवा के दौरान सदस्य की औसत परिलब्धियों, पेंशन योग्य सेवा और पेंशन की प्रयोज्य श्रेणी के आधार पर किया जाता है। मई 2026 में 4.58 लाख पेंशनभोगियों को कुल 515 करोड़ रुपये वितरित किए गए, जो 10,000 रुपये से अधिक की औसत मासिक पेंशन को दर्शाता है।
(ख) : जी, हां। कोयला खान पेंशन स्कीम, 1998 के प्रावधानों के अनुसार, पेंशन संशोधन बीमांकिक सिफारिशों पर निर्भर करता है। नवीनतम बीमांकिक मूल्यांकन (31 मार्च, 2022 तक) में पेंशन निधि में कमी के कारण वृद्धि की सिफारिश नहीं की थी। हालांकि, सरकार ने दिनांक 08.03.2024 से प्रति माह 1000 रुपये की न्यूनतम पेंशन सुनिश्चित करके एक सकारात्मक कदम उठाया है, जिससे पात्र पेंशनभोगियों को लाभ होगा।
(ग) : वर्तमान में, ऐसा कोई प्रस्ताव विचाराधीन नहीं है।
