Subject: Relaxation from the provisions of General Financial Rules (GFRs), 2017.

The undersigned is directed to inform that it has been decided to allow all Departments to procure aesthetic items e.g. procurements of art, craft, gifts, furniture, furnishings, decorative Items, crockery, cutlery, bed linens, and curtains etc. for Guest House, Canteen, Reception, Corridors, Conference/ Training Halls and such other strategic locations through purchase committee and provide relaxation from the requirement of purchasing through GeM under Rule 149 of GER 2017. However, it may be stipulated that such procurements should be done only in exceptional circumstances and not as a routine.
