Sub:- Execution of Vakalatanamnas for filing in the Courts.
Reference is invited to Board’s letter of even number dated 10.09.1986 (Copy enclosed), vide which Railway were advised that the Vakalatnamas have to be signed by the General Manager in all the cases before the Supreme Court where the Railway represented -by the General Manager is being made a party and where the Union of India represented by the Secretary, Railway Board is being made a party, Secretary, Railway Board has to sign the Vakalatnama.
Railway is requested to follow the instructions conveyed vide the above referred letter strictly and’ no laxity be shown in future.

Reference is invited to Board’s letter of even number Board dated 8.5.86 wherein it was provided that references seeking Board’s Power of Attorney should not only be made to them well in advance, but the same should also be signed personally by the General Manager of the Railway / Production Unit concerned.
Instances have been come to Board’s notice from where it has been observed that the above instructions are not being followed by the Railway Administrations in a number of cases and routine references are made under the signatures of the Lower officers without giving any background history of the case etc. The Board, therefore, desire that these instruction should be scrupulously observed.
It has also been brought to Board’s notice by Government Advocate, Supreme Court that the Department official are sending Vakalatnamas not signed by the General Managers but by Class II Officers and other officers. As per practice signed by the General Manager in all the cases before the Supreme Court where the Railway represented by the General Manager is being made a party and where the Union of India represented by the Secretary, Railway Board is being made a party, Secretary Railway Board has to be sign the Vakalatnama. The Board desire that this may be borne in mind in future and no laxity shown in such cases.
