RESTORATION OF TRAIN TRAVEL CONCESSIONS
755. SHRI VAIKO:
Will the Minister of RAILWAYS be pleased to state:
(a) the reasons for withdrawal of train travel concessions to various categories during the lockdown period;
(b) whether demands have been received from various quarters for restoration of concessions to various categories including students;
(c) if so, the response of Government; and
(d) when less than 12 percent of reserved passengers avail concessions, whether Government would restore travel concessions which were given over a period out of social necessity and obligation and if so, by when?

(a) to (d): In view of Pandemic & Covid protocol, concession to all categories of passengers (except 4 categories of Divyangjan, 11 categories of Patients and Students) have been withdrawn from 20.03.2020. Representation/request/suggestions from different quarters have been received for restoration of all concessions. The matter has been examined but not found feasible at present.

755. श्री वाइकोः
क्या रेल मंत्री यह बताने की कृपा करेंगे किः
(क) विभिन्न वर्गों को रेल के किराए में दी जाने वाली रियायत को लॉकडाउन अवधि के दौरान हटाने के क्या कारण हैं;
(ख) कया विभिन्न क्षेत्रों से छात्रों सहित विभिन्न वर्गों हेतु रियायत को बहाल करने के लिए माँग की गई है;
(ग) यदि हाँ, तो सरकार की क्या प्रतिक्रिया है; और
(घ) जब 12 प्रतिशत से भी कम यात्री किराए में रियायत का लाभ उठाते हैं तो, क्या सरकार सामाजिक आवश्यकता और दायित्व के मद्देनजर काफी समय से दी जा रही किराए में रियायत को बहाल करेगी और यदि हाँ, तो ऐसा कब तक किया जाएगा?

(क) से (घ): कोविड महामारी और प्रोटोकॉल के मद्देनज़र, यात्रियों की सभी कोटियों के लिए रियायत (दिव्यांगजन की 4 कोटियों, रोगियों और छात्रों की 11 कोटियों को छोड़कर) 20.03.2020 से समाप्त कर दी गई है। सभी रियायतों की बहाली के लिए विभिन्न मंचों से अभ्यावेदन/अनुरोध/सुझाव प्राप्त हुए हैं। मामले की जांच की गई है लेकिन फिलहाल इसे व्यावहारिक नहीं पाया गया है।
