Subject: Monitoring of Contempt cases & other Court cases- reqular updation of LIMBS portal.
Reference: This office important circular of even No. dated 17.07.2018 & 18.05.2020.
Please find enclosed a copy of Ministry of Defence, Department of Defence, D(CMU) ID No. 9(2)/D(CMU)/2022 dated 31.01.2022 & 21.02.2022. The said communication is self-explanatory.
2. It is requested to ensure compliance of the instruction/direction contained in the aforesaid communication in letter & spirit. Compliance report may also be furnished to this HQrs office for onward transmission to D(CMU) as desired by the Ministry.
3. Further, it is also requested to furnish a periodic report on monthly basis on the subject issue to this HQrs office for onward transmission to Ministry.
4. Nil report is also required.

Subject: Monitoring of Contempt cases & other Court cases.
During a recent review of Contempt Cases on LIMBS portal of DoD it was noticed that many of urgent Contempt Cases in which Defence Secretary has been made Respondent has not even been uploaded on the portal. It was also noticed that many of the contempt cases uploaded on LIMBS portal of. DoD have-net-been updated since long.
2. Further, during a virtual meeting conducted by D/o Legal Affairs (DoLA), M/o Law and Justice on 27.01.2022 it was pointed out that about 50% of the cases uploaded on LIMBS portal of DoD are not being updated regularly. DoLA has marked these cases as “Exception cases” on LIMBS portal of the Department. This is viewed as a serious issue by D/o Legal Affairs.
3. The lack of complete information about Contempt case due to their non- uploading and non- updating on LIMBS portal seriously hampers the proper monitoring by the Department. It is therefore requested that:-
- concerned Wings may take initiative to ensure that all the contempt cases are uploaded on LIMBS portal of DoD and current status of uploaded contempt cases may be updated in 07 working days under intimation to D(CMU).
- Since similar condition persists in the matter of other court cases also hence above exercise, thereafter may also be taken up vigorously for uploading the cases and updating their current status on LIMBS portal of the Department.
4. Further to stream-line and boost the monitoring of contempt cases/ other court cases, it has been decided that a fortnightly review will be conducted by MIS Division at the level of DS/Dir and a monthly review of contempt cases and other court cases will be conducted at the level of JS(Estt.).
5. In this regard, the copies of relevant instructions issued by D(CMU) to facilitate the uploading/ updating/ handling/ monitoring of Contempt cases and other Court cases on LIMBS portal of DoD have been enclosed herewith.

Reference is invited to D(CMU)’s ID of even no dated 31.01.2022 (and its enclosures) wherein the problem of non uploading and non updating of Contempt Cases and other Court Cases on LIMBS portal of DoD has been discussed (copy enclosed). The marking of 50% of cases on LIMBS portal of DoD as “Exception cases” by D/o Legal Affairs has been viewed as a serious issue.
2. Since monitoring of Court cases of DoD through LIMBS portal was to
be strengthened hence all the Wings / Divisions in this Department were requested to upload and update (current status) of all ongoing contempt cases and Court cases on LIMBS portal. A time line of 7 working days was also given, specifically, to upload/ update the contempt cases under intimation to D(CMU).
3. However, response from Wings / Divisions is not encouraging as inputs only from JS & AM(LS) Wings has been received so far. It is pertinent to remind that in some of the court cases Defence Secretary has been made Respondent.
4. In view of above it is once again requested that Contempt Cases and other court cases may be uploaded on the LIMBS portal of the Department and their current status may also be updated in a time bound manner under intimation to D(CMU).
