Subject: Retention of railway accommodation — on Children Education Ground
Railway Board letter no. 2017/Trans Cell / Process Reform / Estt. Dated 29.12.2017 read with RB letter no. E (G) 2000 QR 1-23 dated 24.11.2020, stipulated instructions on retention of quarter on children education ground w.r.t. Academic session / Board exam.
2. In modification to the above, the full Board in the exercise of the powers vested in it to make reasonable relaxations in public interest for a class / group of employees in all or any of the provisions regarding house allotment / retention have decided that in deputation / transfer cases, quarter may be retained @ normal license fee on children education ground as below:
- If on the date of charge relinquishing, children are studying in class 1 to 8: quarter may be retained from the date of charge relinquishing to ‘end of academic / scholastic session + one month’ as against previous instructions wherein retention was permissible till “end of academic/scholastic session + 15 days’’. The end of academic / scholastic session shall mean “last paper of annual examination”.
- If on the date of charge relinquishing, children are studying in class 9th to 12th: quarter may be retained until the last paper of the 12th Board Exam + 3 (three) months, as against previous instructions wherein retention was permissible till “end of the academic / scholastic session of Class 10th or 12th (Board Exam) + 15 days”. The end of Board Exam shall mean the last paper of the exams held by respective Board under which the child is appearing.
3. There cannot be double compounding of retention under any other instruction with retention on children education ground. Illustration box is as below:

Illustration-I In cases where, under extant instructions, retention of railway quarter at the previous place of posting is permissible under ‘2+6’ Rule (i.e. initial two months @ normal licence fee and further six months @ double the normal licence fee) or retention is permissible under any other applicable instructions, the employee may exercise only one option viz. either to avail benefit of retention under ‘2+6’ Rule or under other permissible instructions or retention on instant instructions on children education ground. clarificatory note: Retention of quarters by the DRMs at previous place of posting would continue to be as per extant instructions vide Railway Board RBE 38 / 2024 letter no. E (G) 2024 RN 2-4 dated 02.05.2024, save as modified herein at para-2 above. |
4. In all cases, retention on children education ground would be subject to the provision that the employee is not in occupation of any other government accommodation at same station and that the dependent child, for whose educational ground the quarter has been retained, is studying at the same station as retained railway quarter and staying in the retained quarter.
5. Cases already settled/ closed cannot be re-opened and all cases, pending / past / subsequent, shall be dealt with in the light of instant policy instructions.
6. The instant policy instructions exclude earmarked accommodation, retention of which would continue to be governed in terms of extant instructions vide Railway Board’s letter nos. E(G) 2001 RN 4-10 dt. 17.09.2002, para-7 of letter no. E (G) 2006 QR 1-14 (A) dated 20.11.2006, letter no. 2001/G(acc.)/5/17-Part IV dated 13.07.2001 & letter no. E(G)2022RN2-1 dt. 05.04.2022 or as revised from time to time by the Board.
7. The policy instructions regarding retention of railway accommodation by staff of Railway Audit Department would continue to be governed in terms of Railway Board letter no E (G) 2005 QR 1-13 dated 06.07.2006 (RBE 88 / 2006) subject to modified provisions w.r.t. the same as contained in the instant policy instructions.
