Respected Sir/ Madam,

The Confederation of Central Government Employees and Workers, represents about 8 lakhs Central Government employees, who are working in various Departments of Central Government viz., Postal, Income tax, AG’S, Audit, Survey, Census, GSI, BSI, CPWD, and to which about 130 Associations & Federations are affiliates of Confederation of Central Government employees and Workers.

The Confederation records its thanks for granting approval to 38 CGHS Allopathic wellness centres across the country in the last three years. A few CGHS extension counters are also granted and are in position. The 16 CGHS Allopathic wellness centres which were granted in the year 2022 are functional now and the employees and pensioners are fully utilizing the services of CGHS. Further that 22 additional CGHS Allopathic wellness centres across the country are being sanctioned and 88 posts at the rate of 4 posts per wellness center are sanctioned as per Order Number: F. No Z215025/38/2023/DIR/CGHS. We thank your kind self for sanction of 22 new wellness centers across the country, but are pained to inform that to the best of our knowledge none of this Sanctioned 22 newly Wellness Centres have become functional even after lapse of one year period, causing inconvenience to the CG Employees and Pensioners of those cities.

It is brought to your kind knowledge that one General Duty Medical Officer (MO) and one Pharmacist (Allopathy) are sanctioned for each of these CGHS Allopathic wellness centres across the country. As per SIU norms four General Duty Medical Officer (MO) and three Pharmacist (Allopathy) are to be sanctioned. This SIU norms were followed by the Health Ministry up to the year 2022. Non observance of SIU norms for sanctioning of posts has resulted in shortage of General Duty Medical Officer (MO) and Pharmacist (Allopathy) across the CGHS new Allopathic wellness Centres.

The CGHS beneficiaries are unable to get proper medical treatment at these new CGHS wellness centres as one General Duty Medical Officer (MO) and one Pharmacist (Allopathy) are not able to cater to the needs of about on an average 15,000 to 25,000 CGHS beneficiaries in that particular city. Further if that doctor or Pharmacist go on leave then it effects the CGHS beneficiaries of that city leading to closure of CGHS wellness centre for that leave period. Even in normal circumstances the doctor can effectively see about 55 to 65 patients for quality treatment, other CGHS beneficiaries are deprived of medical treatment due to shortage of doctors. Hence SIU norms in sanctioning of posts is to be followed is solicited.

Further, the Confederation would like to bring to your kind knowledge that the extension counters were granted across the country with no additional sanctioned posts, which ts causing hardship to the existing wellness centres, these extension counters are not able to provide an effective service without sanctioned posts and available Doctors.

There has been a considerable increase in the number of CGHS beneficiaries in the last decade, at present we have about 48 lakh CGHS beneficiaries as on August 2025. The number of CGHS beneficiaries are increasing year after year at the rate of 10% annually, but the number of General Duty Medical Officer (MO) are decreasing year after year. Further due to non-filling up of vacant posts & doctors tend to go on leave has resulted with 30% less strength as such there is Doctor’s shortage existing across the CGHS wellness centres. The CGHS beneficiaries are facing inconvenience due to poor Doctor — Beneficiary’s ratio. This has also been pointed out in the Parliamentary committee recommendations.

The Confederation beseech your kind personal intervention in the above matter and request to your good self to kindly arrange to cause issuance of instructions to Authorities Concerned to initiate the process for proper sanctioning of Posts for the CGHS new Allopathic wellness centres and extension counters as per SIU norms and Parliamentary committee recommendations, enabling smooth and better CGHS Services to the Beneficiaries.
