Submission of Boarding Pass along with TA Bill – Relaxation in provision : Finmin OM / बोर्डिंग पास जमा करने की शर्त में छुट के संबंध में वित्त मंत्रालय का महत्वपूर्ण दिशानिर्देश
टीए के दावों के साथ बोर्डिंग पास जमा करने की शर्त को दूर करने के लिए वित्त मंत्रालय, व्यय विभाग, भारत सरकार को कई पत्र प्राप्त होते रहे हैं। तदनुसार वित्त मंत्रालय द्वारा इस मामले पर विचार करते हुए यह महत्वपूर्ण निर्णय लिया गया है कि यदि कोई सरकारी कर्मचारी टीए बिल के साथ बोर्डिंग पास प्रस्तुत करने में असमर्थता जताता है, तो वह इसके बदले एक स्व-प्रमाणित पत्र संलग्न कर सकता है। वित्त मंत्रालय ने स्व-प्रमाणपत्र का प्रोफार्मा भी जारी किया है जिसे अवर सचिव स्तर (यानी वेतन स्तर 10 और उससे नीचे) के अधिकारियों के मामले में नियंत्रक अधिकारी द्वारा प्रतिहस्ताक्षरित करने की आवश्यकता है।
जारी दिशानिर्देश केंद्र सरकार के कर्मचारियों द्वारा किए गए दौरे पर यात्रा के संबंध में लागू होंगे। मंत्रालयों / विभागों को यह सलाह दी गई है कि इन निर्देशों को अनुपालन के लिए सभी संबंधितों के ध्यान में लाया जाए।

OFFICE MEMORANDUM
Subject: Travelling Allowance Rules-Submission of Boarding Pass alongwith TA Bill.
The undersigned is directed to refer to this Department’s O.M. No. 19030/3/2014-E.IV dated 08.10.2014 regarding submission of Boarding Pass as a proof that the journey was actually performed by the official.
2. Several references are being received in this Department to do away with the condition of submission of Boarding Pass with the TA claims. The matter has been considered in this Department and it has been decided that in case, a Government servant is unable to submit the Boarding Pass alongwith TA Bill, he can submit a self certification is enclosed as Annexure. The proforma needs to be countersigned by the Controlling Officer in case of officials below the Under Secretary level (i.e. from Pay level 10 and below).
3. These instructions will be applicable in respect of journey on tour performed by employees of Central Government. Ministries/Departments are advised that these instructions may be brought to the notice of all concerned for compliance.

(Name of Airlines Company/Authorised Agency) to visit …………………………….. (address of the office visited).

(Name of Airlines Company/Authorized Agency) to visit ……………………………….. (address of the office visited).
- I further declare that I have neither claimed nor I will claim part or full of this claim for this journey from any other source/office.
- In case the above declaration given by me is not found true at any stage, I shall be liable to disciplinary action under Central Civil Services (Classification, Control and Appeal) Rules, 1965, as amended from time to time and to refund the sum along with penal interest thereon to the Government.
