विषय: Conduct of inquiry in connection with departmental proceedings through video conferencing – regarding.
महोदय/महोदया
Proceedings of inquiry in connection with Regular Departmental Action are held by the Inquiry Officer (10) mostly by summoning Presenting Officer (PO), Charged Officer (CO) and witnesses at one place. [irp] In many cases, the place of posting of |O, PO, CO or witnesses may not be in the same/nearby office and, therefore, it may not be convenient for some of them to travel to the venue of inquiry due to various reasons e.g. preoccupation with some other urgent work, age/health related ailments, unavailability of desired mode of transport, etc. Resources in terms of time and money have also to be incurred for travelling for the purpose of such inquiry. Further, many such inquiries are being deferred/delayed due to outbreak of Covid-19 pandemic. DoP&T has issued instructions vide its O.M. No.11012/03/2020-EsttA-III dated 05.08.2020 for conducting inquiries through video conferencing. [irp]
2. Therefore, it has been decided that the Inquiry Officers may conduct such inquiry in connection with disciplinary proceedings against officials of EPFO with the aid of video conferencing, subject to the condition that principles of natural justice are fully adhered to while conducting the proceedings through such digital mode.
