OFFICE ORDER

Subject: Delegation of Financial Power to the Head of Department in r/o O/o Controller General of Accounts.

In partial modification of O/o CGA order no. A-3601 1/3/202 1-Admin-CGA/878-887 dated 08th July, 2022 regarding Delegation of Financial Power to the Head of Department in r/o O/o Controller General of Accounts, the financial powers in respect of “Expenditure on Training of officers including training of ICAS (officers’ trainees) at NIFM, PGDGA of Sr AOs and Mid-Career Training” (S. No. 24 of the order ibid) are revised with the approval of Competent Authority as hereunder:

S. No. Item of Expenditure Delegation of Financial Power to CGA
24 Expenditure on Training of officers including training of ICAS (officers’ trainees) at NIFM, PGDGA of Sr AOs and Mid-Career Training. – Department to prepare an Annual Training Plan and take concurrence of all training planned in a year from DoE/IFU.

– Any training not included in the Training plan with financial implication of more that Rs 50,000/- and upto Rs 1,50,000/- (plus GST as applicable) per participant will need concurrence of IFU.

– Any training not included in the training plan with financial implication of more that Rs 1.5 Lakh per participant will need concurrence of DoE/IFU.

– Any program with foreign component will need concurrence of DoE/IFU.

2. This has the approval of Finance Secretary and Secretary (Expenditure) and also the concurrence of AS & FA as conveyed vide vide I.D note no. A-11019/3/2024-Ad.1 dated 07.05.2024.

3. All other item wise powers and terms & conditions shall remain unchanged.
