Dear Comrades,

MINUTE OF THE NATIONAL EXECUTIVE COMMITTEE MEETING HELD ON 8.2.2025

As per the Notice dated 4.1.25, the National Executive Committee Meeting of confederation of Central government Employees and Workers was held at ITEF CHQ, Manishinath Bhawan, Rajouri Garden, New Delhi on 8.2.25 under the chairmanship of Com.RupakSarkar, President.

Representatives from four state COC and eleven affiliates numbering 23 attended the meeting.

Com. President welcomed the participants and briefed about the importance and purpose of this meeting. He invited the Secretary General to initiate the Discussions on the agenda items of the Meeting.

One minute silence was observed in memory of Comrades who passed away between last meeting and this meeting.

Com. Secretary General briefed about the programs and trade union activities that took place between last meeting and this meeting. Details are as under

  • 6th all India Women’s Conference was held at Vijayawada on 22nd and 23rd November 24.
  • Formation of zonal committee at Pune.
  • Governments Announcement on formation of 8th CPC On 16.1.25.
  • Government letter dated 6.2.25 addressed to staff side for holding standing committee meeting with Secretary DoPT on 10.2.25.
  • Gazette Notification of UPS on 25.1.25 and last date to submit option form on 31.3.25.
  • 32th All India conference of ITEF held at Kolkata from 20.9.24 to 24.9.24
  • All India conference of Defence Accounts Employees Association held
    at Kolkata
  • All India Conference of Postal Accounts scheduled to be held from 4th to 6th March 25 at Nagpur.

All the members of the National Executive present in the meeting participated in the Discussion and raised the following issues:

  • Mobilisation of young comrades.
  • Mobilisation /participation of women comrades.
  • Visits by CHQ Office Bearers to all units.
  • Convening of trade Union Camps/conventions.
  • New labor code bill
  • De-recognition of NFPE & AIPEU Gr C Union.
  • Corporatization/Privatization of Postal Department
  • Issues to be taken before 8th CPC Terms of Reference.
  • ISRO Employees association Recognition issue.
  • Affiliation of Kendra Vidyalaya Employees Association and their issues.
  • Comparison of NPS and UPS at various pay levels.
    Suggestions to CG employees for giving options to UPS before 31.3.25.
  • 15(1)(c) Rule, invoking on service Association/Federations
  • Five MACPs during service.
  • 18 months freezed DA to be released.
  • Arbitrary implementation of Rule 56 (J)
  • Need based Minimum Wage.
  • Financial position of CHQ

Com. Secretary General and Com. President clarified on issues raised during the Discussions.

Com. P U Khadse, Finance Secretary placed the financial status of Confederation and appealed to the Affiliates and state CoCs to remit their outstanding dues quota to Confederation at the earliest. He also praised ITEF for conducting all the meetings.

After discussion the following decisions were taken unanimously:

  • To activate state CoCs
  • All dues to CHQ from affiliates and state CoCs has to be settled before 15.3.25.
  • Gate meetings to be held on 10 March 25 at all work places on each station to educate/explain about the various issues/Demands, including 8th CPC and importance of restoration of OPS. Mobilise the rank and file for agitation including major industrial action in near future.
  • To form a committee to prepare 8th CPC memorandum by Com. President and Secretary General.
  • All state CoCs where the tenure of committee is over should conduct conferences before 15.3.25 and elect their new committee, failing which CHQ shall intervene to resolve it.
  • A comparative chart is to be prepared between NPS and UPS for various pay levels to be placed before members. Com. G R Pramod GS Kerala COC was entrusted this work and urged to submit at the earliest.
  • All State CoCs should conduct Conventions before 31.3.25.
  • Charter of demands for future struggles will be prepared after 11.3.25
    once the terms of reference for 8CPC are notified.
  • To collect rates of the essential commodities that are in basket which determines the allowances from all states, to work out/ scientific justification for minimum wage and fitment factor to be demanded for recommendation from 8th CPC.
  • It was decided to prepare a consolidated list of Associations / Federations whose recognitions have withdrawn or grant of recognition are pending with the Department, so that the matter could be taken in unison by the staff side NC-JCM. Com. Arup Chatterjee was given the responsibility to contact such organizations and prepare the list. Associations/ Federations too are requested to communicate to Comrade.
