Subject: Implementation Calendar of Employees’ Enrolment Campaign, 2025 — reg.

Sir/Madam,

Kind attention of all concerned is invited to the notifications dated 10.10.2025 & 27.10.2025 of Government of India and Head Office circular dated 29.10.2025 on the captioned subject.

The Employees’ Enrollment Campaign 2025 formally launched on 01.11.2025 aims to ensure comprehensive coverage of all eligible employees under the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, through sustained outreach and stakeholder collaboration.

As you are aware, the primary objective of this campaign is to identify and enrol all eligible employees not yet covered under EPF & MP Act, 1952. Hence, the implementation will be undertaken in a phased and coordinated manner across all levels of the organisation:

  1. Head Office (HO): Overall coordination, national-level media engagement, and monitoring.
  2. Zonal Offices (ZO): Zonal-level supervision, stakeholder liaison and regional office performance review.
  3. Regional Offices (RO): Field implementation, establishment-level outreach.

Success of the campaign is dependent upon proper communication with the stakeholders. Hence, the campaign will rely mainly on Press notes, Media outreach, Digital campaigns, Webinars with employer & employee associations, Collaboration with ESIC, GST & State governments, District Industries Centers, wherein involvement of all the concerned is expected.

While C&PR will be undertaking digital and media outreach at Central level, all ZO/ROs should intensively engage with Industry associations and local media to provide positive news of how the scheme will benefit enrolment of employees and aid formalization.

However, for ensuring successful implementation of the EEC-25, Implementation Calendar is furnished below for further necessary action:

All Zonal ACCs and RPFCs are requested to ensure adherence to the above calendar. However, in the best interest of the success of the campaign, Zonal Offices may devise local strategy with deviations only necessitated based on ground situation and requirements.

Zonal Heads are further requested to monitor weekly progress and guide Regional Offices to achieve campaign targets.
