OLD AGE PENSION UNDER NSAP
3981. Shri Richard Vanlalhmangaiha:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is aware that old age pension under the National Social Assistance Programme (NSAP) in Mizoram has not been disbursed to beneficiaries since July, 2025;
(b) if so, the reasons for the non-payment of old age pension in the State and whether any funds are pending for release;
(c) the total number of old age pension beneficiaries affected due to non-payment since July, 2025, district-wise;
(d) whether the Government has taken up the matter with the Government of Mizoram for immediate clearance of pending old age pension dues; and
(e) the steps being taken by the Government to ensure timely and regular payment of old age pension to eligible beneficiaries in Mizoram?

(a) to (e): Yes, the Government is aware that the Old Age Pension under the National Social Assistance Programme (NSAP) in Mizoram has not been disbursed to beneficiaries since July, 2025. The non-payment is primarily due to the ongoing transition to the SNA-SPARSH platform, as a result of which funds for the State of Mizoram could not be processed/sanctioned during the transition period. Ministry of Rural Development (MoRD) releases funds under NSAP to the state on the basis of number of eligible beneficiaries whose database has been digitized on NSAP-PPS (National Social Assistance Programme – Pension Payment System) portal or State cap of number of beneficiaries, whichever is less. For Mizoram, under Old Age Pension Scheme, this number is 24,043 beneficiaries. Release of funds is contingent upon the receipt of complete proposals from States/UTs in compliance with the scheme guidelines and the instructions of the Ministry of Finance. Accordingly, once a complete proposal is received from the State, the funds are processed and disbursed.

क्या ग्रामीण विकास मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सरकार को इस बात की जानकारी है कि मिजोरम में राष्ट्रीय सामाजिक सहायता कार्यक्रम (एनएसएपी) के अंतर्गत जुलाई, 2025 से लाभाथियों को वृद्धावस्था पेंशन का वितरण नहीं किया गया है;
(ख) यदि हां, तो राज्य में वृद्धावस्था पेंशन का भुगतान न किए जाने के क्या कारण हैं और क्या कोई निधि जारी किए जाने के लिए लंबित है;
(ग) जुलाई, 2025 से भुगतान न किए जाने के कारण प्रभावित वृद्धावस्था पेंशन लाभार्थियों की जिला-वार कुल संख्या कितनी है;
(घ) क्या सरकार ने लंबित वृद्धावस्था पेंशन की बकाया राशि के तत्काल भुगतान के लिए उक्त मामले को मिजोरम सरकार के साथ उठाया है; और
(ड) सरकार द्वारा मिजोरम में पात्र लाभार्थियों को वृद्धावस्था पेंशन का समय पर और नियमित भुगतान सुनिश्चित करने के लिए क्या कदम उठाए जा रहे हैं?

(क) से (ड.): जी हाँ, सरकार इस बात से अवगत है कि मिजोरम में राष्ट्रीय सामाजिक सहायता कार्यक्रम (एनएसएपी) के तहत लाभार्थियों को जुलाई, 2025 से वृद्धावस्था पेंशन का संवितरण नहीं किया गया है। भुगतान न होने का मुख्य कारण एसएनए-स्पर्श प्लेटफॉर्म पर किया जा रहा परिवर्तन है, जिसके परिणामस्वरूप परिवर्तन अवधि के दौरान मिजोरम राज्य के लिए निधियों को प्रोसेस/स्वीकृत नहीं किया जा सका। ग्रामीण विकास मंत्रालय (एमओआरडी) एनएसएपी-पीपीएस (राष्ट्रीय सामाजिक सहायता कार्यक्रम – पेंशन भुगतान प्रणाली) पोर्टल पर डिजिटलीकृत लाभार्थियों की संख्या या लाभार्थियों की संख्या की राज्य सीमा, जो भी कम हो, के आधार पर राज्य को एनएसएपी के तहत निधि जारी करता है। मिजोरम के लिए, वृद्धावस्था पेंशन योजना के तहत लाभार्थियों की संखया 24,043 है। निधियों का जारी किया जाना योजना के दिशानिर्देशों और वित्त मंत्रालय के निर्देशों के अनुपालन में राज्यों/संघ राज्य क्षेत्रों से पूर्ण प्रस्ताव प्राप्त होने पर निर्भर करता है। तदनुसार, राज्य से पूर्ण प्रस्ताव प्राप्त होने के बाद, निधियों को प्रोसेस और संवितरित किया जाता है।
