BPS Presents Major Pensioners’ Demands Before 8th Central Pay Commission
New Delhi, August 7, 2026: A delegation of the Bharat Pensioners Samaj (BPS), led by President Shri R.K. Chauhan and Secretary General Shri Avinash Rajput, presented a comprehensive set of demands and concerns of pensioners before the 8th Central Pay Commission at Chanderlok Building, Janpath, New Delhi.
During the meeting, the BPS delegation made a PowerPoint presentation highlighting key issues affecting Central Government pensioners and family pensioners. The delegation also briefly explained the important submissions contained in its detailed memorandum. Members of the Commission carefully viewed the presentation and interacted with the BPS representatives.
BPS Represents Nearly One Million Pensioners
Established in January 1955, the Bharat Pensioners Samaj is recognised by the Department of Pension & Pensioners’ Welfare and NITI Aayog and is represented on the Standing Committee of Voluntary Agencies (SCOVA).
According to BPS, the organisation has 245 affiliated associations and represents the interests of nearly one million pensioners across the country.
Key Demands Presented Before the 8th CPC
The principal demands placed before the Commission included the following:
- 5.2 Weighted Family Units: Adoption of 5.2 weighted family units for determining minimum wages, comprising 1.0 for the employee, 1.0 for the spouse, 0.8 each for two children and 0.8 each for two dependent parents.
- Minimum Basic Pay: Fixation of minimum basic pay at ₹69,000, with a fitment factor of 3.83.
- Minimum Pension: Fixation of minimum pension at ₹45,000, pension at 67% of the last pay drawn, and family pension at 50% of the last pay drawn.
- Pension Parity: Equitable revision of pension and parity between pensioners retiring before and after January 1, 2026.
- Five-Yearly Revision: Revision of pay and pension every five years.
- Quarterly DA/DR Revision: Revision of Dearness Allowance (DA) and Dearness Relief (DR) every quarter based on the three-month average, along with point-to-point compensation. BPS also sought examination of the merger of DR with basic pension once DR exceeds 25%.
- HRA and LTC: Extension of suitable House Rent Allowance (HRA) and Leave Travel Concession (LTC) benefits to pensioners.
- Autonomous and Statutory Bodies: Simultaneous extension of 8th CPC benefits to eligible pensioners of Central Autonomous and Statutory Bodies.
- Healthcare Facilities: Strengthening and expansion of CGHS, provision of cashless healthcare facilities, enhancement of Fixed Medical Allowance (FMA) to ₹5,000, and adequate protection for pensioners residing in rural and non-CGHS areas.
- Restoration of Commuted Pension: Restoration of the commuted portion of pension after 11 years or on attaining the age of 71 years, whichever is earlier, for employees retiring at the age of 60.
- Additional Pension: Grant of age-related additional pension beginning from 65 years, in five-year age slabs.
- Effective Date: Implementation of revised pay, pension and allowances with effect from January 1, 2026.
- BSNL Pensioners: Resolution of long-standing pension parity and healthcare-related issues of BSNL pensioners.
BPS Seeks Due Consideration for Pensioners
BPS expressed satisfaction with the interaction with the 8th Central Pay Commission and hoped that the Commission would give due consideration to the legitimate expectations and concerns of pensioners and family pensioners while finalising its recommendations.
The submissions assume significance as the 8th CPC examines issues relating to pay, pension, allowances and other service-related benefits of Central Government employees and pensioners.
