High Qualification Incentive Scheme for Officers of the Defence Accounts Department (DAD) / रक्षा लेखा विभाग (DAD) के अधिकारियों के लिए उच्च योग्यता प्रोत्साहन योजना
The Controller General of Defence Accounts (CGDA) on Sep 15 2025 has issued an approval for a one-time lump sump incentive for officials of the Defence Accounts Department (DAD) who acquire fresh higher qualifications. As specified in the para 5 of Department of Personnel & Training (DoPT) Office Memorandum (OM) No. 1/5/2017-Estt (Pay-l) dated March 15, 2019, the rates of incentive have been designed based on the level and duration of the course.
Rates of approved incentive:

Date of effect:
Date of effect of this scheme September 15, 2025 i.e. the date of issue of the OM.
Conditions:
The courses must be approved by MoHRD, UGC, or other government-accredited/statutory institutions like IITs/IIMs. The payment will be made by the respective Controller’s Offices after verifying the qualification and ensuring that the criteria in Para 8 of the DoPT OM dated March 15, 2019, are met.
नियंत्रक महालेखा परीक्षक, रक्षा लेखा (CGDA) ने 15 सितंबर 2025 को रक्षा लेखा विभाग (DAD) के उन अधिकारियों के लिए (one-time) एकमुश्त प्रोत्साहन राशि की मंज़ूरी जारी की है, जो नई उच्च योग्यताएँ प्राप्त करते हैं ।
कार्मिक एवं प्रशिक्षण विभाग (DoPT) के कार्यालय ज्ञापन (OM) संख्या 1/5/2017-Estt (Pay-l) दिनांक 15 मार्च 2019 के पैरा 5 में निर्दिष्ट किए अनुसार, प्रोत्साहन की दरें पाठ्यक्रम के स्तर और उसकी अवधि के आधार पर तैयार की गई हैं ।
प्रोत्साहन की अनुमोदित दरें

| डिग्री/डिप्लोमा (जिसमें एमबीए (वित्त), आईटी, कानून, लोक प्रशासन पाठ्यक्रम शामिल हैं) | रु 15,000/− or रु 10,000/− |
नोट: रु 25,000 या रु 20,000 और रु 15,000 या रु 10,000 की वास्तविक राशि का निर्धारण DoPT OM दिनांक 15.03.2019 के पैरा 5 के अनुसार पाठ्यक्रम की अवधि के आधार पर किया जाएगा ।
प्रभावी तिथि
यह योजना 15 सितंबर 2025 (अर्थात्, OM जारी होने की तिथि) से तत्काल प्रभाव से लागू है ।
शर्तें
पाठ्यक्रम की स्वीकृति: पाठ्यक्रमों को एमओएचआरडी (MoHRD), यूजीसी (UGC), या आईआईटी/आईआईएम (IITs/IIMs) जैसे अन्य सरकारी मान्यता प्राप्त/सांविधिक संस्थानों द्वारा अनुमोदित होना चाहिए । यह एकमुश्त प्रोत्साहन राशि संबंधित नियंत्रक कार्यालयों (Controller’s Offices) द्वारा योग्यता के सत्यापन के बाद और यह सुनिश्चित करने पर दी जाएगी कि DoPT OM दिनांक 15 मार्च 2019 के पैरा 8 में दिए गए मानदंड/दिशा-निर्देशों का विधिवत पालन किया गया है।
