Sub.: Accountal of Crew Review & IRRT NOC during vacancy assessment.

The issue of assessment of DR quota vacancies in Indent Management module of HRMS has been deliberated in detail. For making the assessment more broad based, following functionalities may be added in the module.

  1. Accountal of future Crew Review : The Vacancy Assessment Module for Loco Running Staff and Train Managers may be suitably modified to take into account the DRQ component of the average number of posts created by the concerned Division/unit during the preceding 2 years. This average may be considered as the anticipated increase in the number of posts for the ensuing one year and may be automatically added to the vacancy assessment of the aforesaid categories.
  2. NOCs received in IRRT : NOC received against Inter-Railway Request Transfer (IRRT) applications may be taken into account while assessing vacancies. Vacancies to the extent of 100% of NOCs received will be added to the relevant categories in the sending zone/Unit (where the employee is working) with corresponding decrease in the Zone/Division/Unit from where the NOC has been received.
  3. Suitable modifications in the HRMS Indent Management Module may, therefore, be made to incorporate the above provisions in the vacancy assessment process. The modifications will be non-editable by the Zones/Units.
  4. The changes will be effective from Annual recruitment calendar of 2027.
  5. This issues with the approval of the Competent Authority.
