OFFICE MEMORANDUM
Sub: Mandatory consumption of APAR linked courses on iGOT Karmayogi Platform and completion of comprehensive assessments-reg.
The undersigned is directed to refer to this Department’s Office Memorandum of even number dated 04.07.2025 on the subject cited above, wherein instructions were issued regarding the mandatory completion of designated courses and comprehensive assessment on the iGOT Karmayogi platform, followed by their reflection in the Performance Appraisal Reports (PAR).
2. Subsequent to the issuance of the aforementioned instructions, this Department has received various references from Ministries/Departments seeking clarification regarding completion of mandated courses by the employees of Autonomous Bodies/Public Sector Enterprises for the purpose of Performance Appraisal.
3. In this regard, it is reiterated that the provisions of the said O.M. are currently applicable to all Central Government employees and officers belonging to the All India Services (AIS). Further, the said OM doesn’t restrict any Ministry/Department from mandating the same for any other set of employees within their administrative control.
4. It is further stated that as per the mandate of the Cabinet, Mission Karmayogi covers all civil servants, holders of civil posts, temporary hires, etc., who discharge responsibilities assigned to various Ministries, Departments, Organizations, and agencies of the Union Government. Accordingly, employees of Autonomous Bodies/Public Sector Enterprises under the administrative control of Ministries/Departments are also encouraged to get onboarded on the iGOT Karmayogi portal and undertake courses available thereon.
5. The Ministries/Departments desirous of mandating courses and/or comprehensive assessments for employees of the Autonomous Bodies/Public Sector Enterprises under their administrative control for the purpose of reflection in the PAR, may do so by creating training plans and comprehensive assessments, and uploading them on iGOT, similar to the way it was done for their own employees.
