RESERVATION FOR EWS
3982. SHRI DEEPENDER SINGH HOODA:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government has evaluated if the 10% reservation for Economically Weaker Sections (EWS), introduced in 2019 has genuinely benefited poor upper-caste families and reduced economic disparities among target groups, if so, the details thereof;
(b) whether detailed disaggregated data on EWS beneficiaries by caste, income, sector and State has been or will be published to enhance transparency and enable independent assessment, if so, the details thereof;
(c) whether the Government proposes to review and recalibrate the eight lakh family income limit and asset criteria to ensure they remain relevant and fair in the current economic context,
(d) if so, the steps taken to monitor and periodically evaluate socio-economic outcomes among genuine EWS households, especially from upper-caste communities; and
(e) whether the Government has considered reforms such as periodic surveys, audits or subcategorisation within the EWS category to ensure equitable distribution, curb misuse and better align the policy with goals of economic justice, if so, the details thereof?

(a) & (b): 10% reservation is provided to the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs in direct recruitment in civil posts and services in the Government of India and in admission to Central Government Educational Institutions. Further, as informed by DoPT, each Ministry/Department is required to designate an officer as Liaison Officer for EWS. The duties of Liaison Officer inter-alia include that the instructions related to reservation are duly implemented by the concerned appointing authorities.
(c) to (e): There is no such proposal under consideration in this Department.

क्या सामाजिक न्याय और अधिकारिता मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सरकार ने इस बात का मूल्यांकन किया है कि कया वर्ष 2019 में आर्थिक रूप से कमजोर वर्गों (ईडब्ल्यूएस) के लिए आरंभ किए गए 10 प्रतिशत आरक्षण से गरीब उच्च जाति के परिवारों को वास्तव में लाभ हुआ है और लक्षित समूहों के बीच आर्थिक असमानताएं कम हुई हैं और यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ख) क्या इस संबंध में पारदर्शिता बढ़ाने और स्वतंत्र मूल्यांकन को करने के लिए जाति, आय, क्षेत्र और राज्य के आधार पर आर्थिक रूप से कमजोर वर्ग के लाभार्थियों के संबंध में विस्तृत अलग-अलग आंकड़े प्रकाशित किए गए हैं या प्रकाशित किए जाएंगे और यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ग) क्या सरकार का यह सुनिश्चित करने के लिए कि ये मानदंड वर्तमान आर्थिक संदर्भ में प्रासंगिक और निष्पक्ष बने रहें, ऐसे परिवारों की आय सीमा आठ लाख तय करने और परिसंपत्ति मानदंड की समीक्षा करने और उन्हें पुन: तैयार करने का विचार है;
(घ) यदि हां, तो वास्तव में आर्थिक रूप से कमजोर वर्गों के परिवारों, विशेषकर उच्च जाति के समुदायों के बीच सामाजिक-आर्थिक परिणामों की निगरानी और समय-समय पर मूल्यांकन करने के लिए कया कदम उठाए गए हैं; और
(3) क्या सरकार ने ईडब्ल्यूएस श्रेणी के अंतर्गत समान वितरण सुनिश्चित करने, लाभ के दुरुपयोग को रोकने और आर्थिक न्याय के लक्ष्यों के साथ नीति को बेहतर ढंग से सुयोजित करने के लिए आवधिक सर्वेक्षण, लेखापरीक्षा या उप-वर्गीकरण जैसे सुधारों पर विचार किया है और यदि हां, तो तत्संबंधी ब्यौरा क्या है?

(क) और (ख): ईडब्ल्यूएस से संबंधित व्यक्तियों को 10% आरक्षण प्रदान किया जाता है जो भारत सरकार में सिविल पदों और सेवाओं में सीधी भर्ती और केंद्र सरकार के शैक्षणिक संस्थानों में प्रवेश में अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों के लिए आरक्षण की योजना के अंतर्गत शामित्र नहीं हैं। इसके अलावा, कार्मिक और प्रशिक्षण विभाग द्वारा दी गई सूचना के अनुसार, प्रत्येक मंत्रालय/विभाग को ईडब्ल्यूएस के लिए संपर्क अध्विकारी के रूप में एक अधिकारी को नामित करना अपेक्षित है। संपर्क अधिकारी के कर्तव्यों में अन्य बातों के साथ-साथ यह शामिल है कि आरक्षण से संबंधित अनुदेशों को संबंधित नियुक्ति प्राधिकारियों द्वारा विधिवत रूप से कार्यान्वित किया जाए।
(ग) से (ड): इस विभाग में ऐसा कोई प्रस्ताव विचाराधीन नहीं है।
