Sub: Clarification to Commercial Circular No. 07/2024 dated 10.09.2024 regarding validity of Passes/PTOs for travel in Namo Bharat Rapid Rail.
Ref: (i) AIRF’s letter No. AIRF/101 (347) dated 08.09.2025.
(ii) Commercial Circular No. 07/2024 dated 10.09.2024.
All India Railwaymen’s Federation, vide their letter cited under Ref.(i) above, have stated that Para-4(v) of Commercial Circular No. 07/2024 dated 10.09.2024 is causing inconvenience to serving as well as retired railway employees as tickets are not being issued against Passes/PTOs in Namo Bharat Rapid Rail.
2. The matter has been examined in consultation with Commercial (PM) Directorate who have indicated that “Free Complimentary Passes means free Complimentary Passes issued to Gallentary Awardees, Sports Persons etc., which are not reimbursable. Nowhere, it has been mentioned for non-applicability of free Privilege Passes/PTOs etc”.
3. Accordingly, it is clarified that First Class ‘A’/First Class Passes/PTOs issued to railway employees are valid for travel in Namo Bharat Rapid Rail.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
