Sub: Unauthorized Payment of Medical Reimbursements

An instance of unauthorized payments of Medical reimbursements has come to the notice of Board wherein the payments were registered and processed on IPAS without requisite medical documents and reimbursement claims.
In view of the above, the following actions shall be taken immediately under advice to the Railway Board:
- Ensure that adequate checks and balances are in place so that no medical reimbursement claim is registered or passed without complete Supporting documents and due verification.
- Undertake an immediate scrutiny of Payroll records for the preceding one year to detect and rule out any similar instances of unauthorized or irregular payments.
- Ensure strict compliance with the extant codal provisions and the Railway Board’s instructions issued from time to time regarding the checklist for passing establishment bills, so as to further strengthen the bill-checking mechanism.
- Strictly prohibit sharing of user IDs, passwords, or login credentials under any circumstances.
A comprehensive review may be carried out in your Railway/Unit to identify any similar vulnerabilities. Any shortcomings noticed in the Payroll module of IPAS or in the existing control framework may be reported to the Railway Board within a fortnight for examination and necessary corrective action.
