8th Pay Commission: REWA Prays for amendment in para 2(e) of Terms of Reference (ToR)

रिटायर्ड एम्पलाइज वेलफेयर एसोसिएशन (REWA) ने प्रधानमंत्री श्री नरेन्‍द्र मोदी से 8वें केंद्रीय वेतन आयोग के ToR में तत्काल संशोधन की मांग की है। REWA ने अपने पत्र में यह उल्‍लेख किया है कि, वर्तमान ToR के बिंदु 2(e) में केवल सेवारत कर्मचारियों की पेंशन समीक्षा का उल्लेख है, जबकि 1 जनवरी 2026 से पहले सेवानिवृत्त लगभग 69 लाख पेंशनभोगियों एवं पारिवारिक पेंशनभोगियों के विषय में कोई स्पष्ट उल्लेख नहीं किया गया है। एसोसिएशन ने पुराने पेंशनभोगियों को स्पष्ट रूप से शामिल करने और इस संबंध में तत्काल स्पष्टीकरण जारी करने का आग्रह किया है।

Subject: Prayer for amendment in ToR regarding revision of Pension and Family Pension of Pensioners and Family Pensioners by the 8th Central Pay Commission.

Respected Sir,

It is humbly submitted that the Government of India, Ministry of Finance, Department of Expenditure vide Resolution No. 1/1/2025-E-III(A) dated 03.11.2025 has constituted the 8th Central Pay Commission and notified its Terms of Reference (TOR).

At present, serious confusion and apprehension prevails among about 69 lakh pensioners and family pensioners, who have retired / are going to retire before 01st January 2026, as to whether the 8th Pay Commission will also recommend revision of their Pension / Family Pension.

The main reason for this confusion is the language mentioned in Point No. 2(e) of the ToR of the 8th Pay Commission. The said point states that the Commission will –

“Review the structure of Death-cum-Retirement Gratuity and Pension including NPS/UPS and outside NPS for the employees…”

In this, only the pension of serving employees is mentioned, and nothing is clearly written about the revision of pension / family pension of Ex-Employees i.e. pensioners who retired before 01.01.2026.

Sir, in the ToR of all previous Pay Commissions, this was clearly written, for example –

In the ToR of 7th Central Pay Commission –

“To examine, review, evolve and recommend changes relating to Pay, Allowances, Retirement benefits including pension structure and other retirement benefits including revision of pre-retirement pension.”

Similarly, in the 6th and 5th Pay Commissions also, the words “Pensioners and Family Pensioners” were explicitly mentioned.

Sir, to remove this ambiguity, this Association had also sent letters to the Hon’ble Finance Minister and the Hon’ble Finance Secretary for clarification, but till date no clarification has been issued. As a result, there is discussion on social media and among various pensioners’ organizations that the Government is going to do injustice to old pensioners.

Therefore, it is humbly prayed that –

The ToR issued by the Ministry of Finance on 03.11.2025 may kindly be amended to explicitly add that “The 8th Pay Commission shall also make recommendations for revision of Pension / Family Pension of all pensioners and family pensioners retired before 01st January 2026.”

Until the formal amendment is issued, a Government clarification / Press Release may kindly be issued to remove the confusion prevailing among pensioners.

Your kindness will provide justice and peace of mind to lakhs of senior citizens.
