Dear Sir,

Sub: Hardship facing by the staff and ensuing retirees to deal with FS Module via HRMS

It is decided by the Administration that, final settlement for the month of February, 2021 will be carried out via HRMS, as a result of which, few modules from IPAS have already been suspended.

During implementation of the above decision, it is experienced that the staff working in the Divisions and Field have not yet been trained adequately and also their lack of knowledge about the technology made e-FS very difficult. Staff are being faced hardship to handle HRMS in various aspects, first of which is “Proxy Error”. It appears, almost all the time which limits the staff/retirees to access the HRMS. Moreover, it is seen that, whenever the employee tries to submit Pension Booklet, it displays “Some Error Occurred”. Thus, the staff and retirees are facing the said problems, which are causing unnecessary delay in the procedure.

Another difficulties arisen out is filling up of Aadhar details. According to the module, it became mandatory, whereas it is known to all concerned that the Central Government have not yet make Aadhar compulsory for the people of Northeast Region. Beside these, in many cases, even the spouse could not be able to register in Aadhar till date.

Final settlement is a very touchy subject and needs to be dealt with utmost care. Due to the above circumstances, in case any employee deprives to get his final settlement dues on the day of retirement it will carry a very bad massage.

AIRF, therefore, urges upon the Railway Board to continue old practice, side by side, along with newly implemented FS Module, until and unless training of the staff is completed and the employee become self-sufficient to run the HRMS independently.
