IMPLEMENTATION OF ONE RANK ONE PENSION-II

421. SHRI RAJMOHAN UNNITHAN:

Will the Minister of DEFENCE be pleased to state:-

(a) whether the Government proposes to implement One Rank One Pension-II (OROP-II) as per order of Hon’ble Supreme Court to implement it before 15th December, 2022;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether the PCDA (P) has considered to compensate the veterans for the delay caused in implementing the 2nd OROP for the period from 01 July 2019 to till date, if so, the details thereof;

(d) whether the Government proposes to make public the report of OMJC constituted to look into the grievances of the defence veterans pertaining to OROP implemented w.e.f. 1st July 2014; and

(e) if so, the details thereof and if not, the reasons therefor?

MINISTER OF STATE (SHRI AJAY BHATT)
IN THE MINISTRY OF DEFENCE

(a) & (b): The Hon’ble Supreme Court has granted extension up to 15.03.2023 to implement its order dated 16.03.2022 on One Rank One Pension (OROP). Government has issued orders for revision of pension of Armed Forces pensioners/family pensioners under OROP w.e.f 01.07.2019 vide MoD letter dated 04.01.2023. Detailed instructions along with pension tables for each rank and each category have been issued on 20.01.2023.

(c): PCDA(P) is the implementing agency of Government orders/policies on pensionary matters for defence Forces personnel. Necessary instructions have been issued for payment of revised pension to the Armed Forces pensioners/family pensioners under OROP w.e.f. 01.07.2019.

(d) & (e): Presently, no Sir. Final decision on the recommendations of One Member Judicial Committee (OMJC) has not yet been taken by the Government.
