Pension Scheme for Employees of Navodaya Vidyalayas

Will the Minister of EDUCATION be please to state:
(a) whether the Government has implemented pension scheme for teaching and non-teaching employees engaged in Navodaya Vidyalayas;
(b) if so, the details thereof and if not, the reasons therefor;
(c) whether the teaching and non-teaching staff who joined Navodaya Vidyalayas before and after 2005 have been denied the facility of pension, if so, the details thereof;
(d) whether the Government has received any memorandum/requests for providing the facility of pension to the staff of Navodaya Vidyalay; and
(e) if so, the details thereof as on date and the action taken or proposed to be taken by the Government in this regard?

(a) to (e) Department of Pension and Pensioners’ Welfare issued an Office Memorandum dated 01.05.1987 whereby all Contributory Provident Fund (CPF) beneficiaries, who were in service as on 01.01.1986 would be deemed to have come over to the Pension Scheme, unless specifically opted to remain under the CPF Scheme. The employees of Navodaya Vidyalaya Samiti (NVS) had been given the benefits of CPF Scheme w.e.f. 01.04.1988. The matter to extend the benefit of CCS (Pension) Rules, 1972 to NVS employees who joined prior to 01.01.2004, the date when New Pension Scheme (now National Pension System) (NPS) was introduced, has been considered by the Ministry from time to time in consultation with Ministry of Finance and Department of Pension and Pensioners’ Welfare. However, it has not been agreed to, as it would be against the policy regime of the Government of India in terms of Department of Expenditure’s directives dated 16.03.2000. The NPS, which was introduced for the Central Government employees w.e.f. 1.1.2004, was made applicable to the regular employees of NVS w.e.f. 1.4.2009. Those employees who had joined NVS on regular basis before 1.4.2009 were given an option to continue with the existing CPF scheme or to join the NPS. The option was to be exercised by 3.11.2009. The staff of the Navodaya Vidyalaya Samiti are already entitled to benefits of either the CPF scheme or the NPS having regard to the option exercised by them.
The requests for providing the facility of pension to the staff of NVS are received from the serving as well as retired employees from time to time and the same have been considered by the Ministry in consultation with Ministry of Finance and Department of Pension and Pensioners’ Welfare.

क्या शिक्षा मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सरकार ने नवोदय विद्यात्रय में कार्यरत शिक्षक और शिक्षकोत्तर कर्मचारियों के लिए पेंशन योजना लागू की है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो इसके क्या कारण हैं;
(ग) क्या वर्ष 2005 से पहले और बाद में नवोदय विद्यात्रयों में कार्यभार संभालने वाले
शिक्षक और शिक्षकोत्तर कर्मचारियों को पेंशन की सुविधा से वंचित कर दिया गया है
और यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(घ) क्या सरकार को नवोदय विद्यालय के कर्मचारियों को पेंशन की सुविधा प्रदान करने के लिए कोई ज्ञापन/अनुरोध प्राप्त हुए हैं; और
(ड.) यदि हां, तो आज की तारीख के अनुसार तत्संबंधी ब्यौरा क्या है और सरकार द्वारा इस संबंध में क्या कार्रवाई की गई है अथवा किए जाने का विचार है?

(क) से (ड.) पेंशन और पेंशनभोगी कल्याण विभाग ने दिनांक 01.05.1987 को एक कार्यालय ज्ञापन जारी किया, जिसके तहत सभी अंशदायी भविष्य निधि (सीपीएफ) लाभार्थी, जो दिनांक 01.01.1986 को सेवा में थे, को पेंशन योजना में शामिल माना गया था, जब तक कि उनके द्वारा विशेष रूप से सीपीएफ योजना के तहत बने रहने का विकल्प नहीं चुना गया। नवोदय विद्यालय समिति (एनवीएस) के कर्मचारियों को दिनांक 01.04.1988 से सीपीएफ योजना का लाभ दिया गया था। नवोदय विद्यालय समिति के दिनांक 01.01.2004, वह तारीख जब नई पेंशन योजना (अब राष्ट्रीय पेंशन प्रणाली) (एनपीएस) शुरू की गई थी, से पहले शामिल हुए कर्मचारियों को सीसीएस (पेंशन) नियम, 1972 का लाभ देने के मामले में मंत्रालय द्वारा समय-समय पर वित्त मंत्रालय और पेंशन और पेंशनभोगी कल्याण विभाग के साथ परामश में विचार किया गया है। हालाँकि, इसके व्यय विभाग के दिनांक 16.03.2000 के निर्षददेशों के अनुसार भारत सरकार की नीति व्यवस्था के विरुद्ध होने के कारण इस पर सहमति नहीं बनी। एनपीएस, जिसे केंद्र सरकार के कर्मचारियों के लिए दिनांक 1.1.2004 को शुरू किया गया, को नवोदय विद्यालय समिति के नियमित कर्मचारियों के लिए दिनांक 1.4.2009 से लागू किया गया था। वे कर्मचारी जो दिनांक 1.4.2009 से पहले नियमित आधार पर एनवीएस में शामिल हुए थे, उन्हें मौजूदा सीपीएफ योजना जारी रखने या एनपीएस में शामिल होने का विकल्प दिया गया था। विकल्प का प्रयोग दिनांक 3.11.2009 तक किया जाना था। नवोदय विद्यालय समिति के कर्मचारी पहले से ही उनके द्वारा चुने गए विकल्प के अनुसार सीपीएफ योजना या एनपीएस के लाभ के हकदार हैं।
एनवीएस कर्मचारियों को पेंशन की सुविधा देने के अनुरोध समय-समय पर सेवारत और सेवानिवृत्त कर्मचारियों से मिलते रहते हैं और उन पर मंत्रालय द्वारा वित्त मंत्रालय और पेंशन और पेंशनभोगी कल्याण विभाग के परामर्श से विचार किया गया है।
