Subject: Clarifications regarding incorporation of provisions in GDS Compassionate Engagement Module under APT 2.0
Sir/Madam,
Kindly refer to your office email dated 21.05.2026 regarding certain clarifications sought by CEPT in respect of the GDS Compassionate Engagement Module under APT 2.0.
2. In this regard, the clarifications on the issues raised by CEPT are enclosed as Annexure-A for necessary action. In view of the above, CEPT may kindly incorporate the aforesaid provisions in the GDS Online Compassionate Engagement Portal under APT 2.0 and complete the necessary system development accordingly.
This issues with the approval of the competent authority.

| 1. | Applicability of One-Time Relaxation Scheme and Eligibility | (a) Whether a validation is to be implemented in the system during registration so that a case can be classified under the One-Time Relaxation Scheme only if the date of death falls between 01.01.2020 and 24.02.2025. | Yes, system-level validation may be implemented at the registration stage to allow selection of “Is this One-Time Relaxation Case” only when the Date of Death falls within the prescribed period i.e., between 01.01.2020 and 24.02.2025. The application for the above relaxation may be submitted within a period of one year, i.e., upto 29.12.2026. However, cases where the period of 2 years from the date of death /attaining the eligibility has not been completed till the date of submission of application may also be registered in the portal e.g., if any death on 02.07.2024, the dependent is eligible to apply up to 01.07.2026 or after 2 years from eligibility. Hence, cases under this category may be selected by the Divisions only. |
| (b) Whether “Missing” cases are also eligible to be registered under the One-Time Relaxation Scheme category. | No, refer to FAQ-19 issued vide letter dated 30.12.2025. Cases of dependents of the missing GDS/DE or retired/ discharged on medical grounds are not applicable under this scheme. | ||
| 2. | Registration of Cases under “Retired on Medical Grounds before 55 Years” in Respect of Departmental Employees | Whether registration of cases under the category “Retired on Medical Grounds before 55 Years” in respect of Departmental Employees should be allowed or restricted in the GDS Compassionate Engagement Module (APT), particularly for employees who retired on medical grounds after 19.05.2015, in view of Directorate Letter No. 17-01/2025-SPG-II dated 23.06.2025, (Para-6) wherein it has been clarified that cases of employees retired on medical grounds after 19.05.2015 are not eligible for consideration for compassionate appointment. | Vide Addendum-IV dated 25.02.2025 para 1, Provision has been made for engagement of dependents of GDS/ Departmental employee who discharged/ retired on medical grounds on or after 25.02.2025 for engagement as GDS in accordance with DOPT guidelines for compassionate engagement of dependents of an employee retired on medical grounds. Later on SPG-II section vide letter dated 23.06.2025, revised the Scheme for compassionate appointment – Review of Relative Merit System and vide para- 6 clarified that cases of employees retired on medical grounds after 19.05.2015 are not eligible for consideration for compassionate appointment. Hence, keeping in view the clarification given by the SPG section dated 10.11.2023 and revised merit points scheme dated 23.06.2025, we may clarify to CEPT to make similar provisions like the legacy Departmental compassionate portal to restrict the registration of cases of Departmental Employees who retired on medical grounds after 19.05.2015 at the initial registration stage itself. |
