Fee Revision for various categories of Central Government Counsel and Railway Panel Counsel – Railway Board Order dated 01.06.2026

Sub: Revision of fee payable to various categories of Central Government Counsel and Railway Panel Counsel-reg.
The undersigned is directed to convey the approval of the Competent Authority for revision of the fee structure applicable to Central Government Counsels and Railway Panel Counsels of all categories as per the details given below:-
(A) Central Government Counsels:-
The revised fee structure as notified by the Ministry of Law and Justice vide their OM No. J-12011/6/2025-Judicial/E. 158060 dated 05.02.2026 (copy enclosed) is hereby adopted in toto by the Railways for Central Government Counsels engaged in Railway matters before any court.
(B) Railway Panel Counsels:-
(1) CAT:– The revised fee structure shall be governed by Table-B of the aforesaid OM dated 05.02.2026. The panel for CAT shall consist of two categories only: Special Counsels (Dy. SG, Sr. CGSC, CGSC and SPC as specified in Table-B) and Panel Counsels (CGC, Addl. CGSC & GP as specified in Table-B), with retainership fee admissible to Standing Counsel placed under the Panel Counsels category. Further, in respect of the existing Railway Panel for CAT/Kolkata, the revised fee structure as prescribed in Table-C of the aforesaid OM dated 05.02.2026 shall be applicable until the constitution of the new panel as per Board’s extant policy.
(ii) RCT:- The revised fee structure shall be governed by Table-B of the aforesaid OM dated 05.02.2026. The panel for RCT shall consist only of Panel Counsels (CGC, Addl. CGSC & GP as specified in Table-B) without retainership fee.
(iii) District & Sub-ordinate Courts:– The revised fee structure shall be governed by Table-D of the aforesaid OM dated 05.02.2026 without retainership fee.
2. In Railway cases where Central Government Counsels have been engaged before any court by the Railways, the revised fee structure shall be effective from 01.02.2026 i.e. in terms of Ministry of Law and Justice’s OM dated 05.02.2026 whereas for Railway-empanelled Counsels, the revised fee structure shall be effective from the date of issue of these instructions.
3. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
