Sub : Hardware procurement for implementation of HRMS in Indian Railways.
Ref: Board’s letter No. PC-VII/2020/HRMS/1 (Part) dated 18.08.2025.
Kindly refer to Board’s letter under reference wherein detailed guidelines were issued to facilitate the field units to procure Hardware required for HRMS project.
2. Subsequently, references have been received from field units stating that specification prescribed vide Board’s letter dated 18.08.2025 are on the higher side on the GeM portal as compared to the upper cost stipulated for the same.
3. These references have been examined in Board’s office. It is advised that in order to simplify the process of procurement it is advised that while the total allocation to each unit remain unaltered, the field units are given flexibility to purchase the peripherals within the total ceiling limit either by reducing the number of a particular peripheral or by choosing to purchase another peripherals instead of purchasing all the peripherals as per their requirement.
4. To exemplify further if a particular railway is not in requirement of 40 Scanners as allocated to them they can reduce the number to 20 or completely omit the same and re-appropriate the same for purchase of other peripherals. However, under no circumstances, the total financial allocation for the concerned unit shall exceed the amount originally allocated.
4. This issues with the approval of Competent Authority.
