“APPROVAL FOR CONSTITUTION OF THE EIGHTH CENTRAL PAY COMMISSION”

Will the Minister of Finance be pleased to state:
(a) whether the Government has accorded approval for constitution of the Eighth Central Pay Commission;
(b) if so, the date of constitution of the Commission and the details of the Chairperson and Members thereof;
(c) the time-frame prescribed for submission of the report by the Commission;
(d) the date from which the recommendations of the Commission are proposed to be made effective;
(e) the estimated number of Central Government employees and pensioners likely to be benefited therefrom, State-wise;
(f) the details of the subjects included in the Terms of Reference of the Commission relating to pay revision, dearness allowance, other allowances, pension, family pension and service conditions;
(g) whether the Government is also considering additional welfare provisions in the interest of employees and pensioners, if so, the details thereof; and
(h) whether the Government proposes to issue any advisory/guidelines to the States for adopting a similar arrangement after implementation of the recommendations of the Commission, if so, the details thereof??

(a) & (b): The 8th Central Pay Commission has been constituted by the Government vide Resolution dated 03.11.2025 with the following composition:
1. Chairperson smt. Justice Ranjana Prakash Desai
2. Member (Part-Time) : Prof. Pulak Ghosh
3. Member-Secretary — : Shri Pankaj Jain
(c): The Commission will make its recommendations within 18 months of the date of its constitution.
(d), (g) & (h): The 8th Central Pay Commission has not submitted its recommendations to the Government yet.
(e): The estimated number of Central Government civilian employees is 35.77 lakh approximately (as on 01.03.2026) and the number of pensioners/family pensioners is 33.76 lakh approximately (as on 31.12.2025) excluding Defence pensioners.
(f): The Terms of Reference of 8th Central Pay Commission as notified vide Resolution, dated 03.11.2025, is enclosed in Annexure-I.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) क्या सरकार ने आठवें केंद्रीय वेतन आयोग के गठन के लिए स्वीकृति प्रदान की है;
(ख) यदि हां, तो आयोग के गठन की तिथि तथा इसके अध्यक्ष एवं सदस्यों का ब्यौरा क्या है;
(ग) आयोग द्वारा अपना प्रतिवेदन प्रस्तुत करने के लिए निधौरित समय-सीमा क्या है;
(घ) आयोग की सिफारिशों को किस तिथि से लागू किए जाने का प्रस्ताव है;
(ड.) इससे लाभान्वित होने वाले केंद्रीय सरकार के कर्मचारियों और पेंशनभोगियों की राज्य-वार अनुमानित संख्या कितनी है;
(च) वेतन संशोधन, महंगाई भत्ते, अन्य भत्तों, पेंशन, परिवार पेंशन और सेवा शर्तों से संबंधित आयोग के विचाराथ विषयों में शामिल्र विषयों का ब्यौरा क्या है;
(छ) कया सरकार कर्मचारियों और पेंशनभोगियों के हित में अतिरिक्त कल्याणकारी प्रावधानों पर भी विचार कर रही है और यदि हां, तो तत्संबंधी ब्यौरा क्या है; और
(ज) क्या सरकार का आयोग की सिफारिशों के कार्यान्वयन के बाद इसी प्रकार की व्यवस्था अपनाने के लिए राज्यों को कोई परामर्श/दिशानिर्देश जारी करने का विचार है और यदि हां, तो तत्संबंधी व्यौरा क्या है?

(क) और (ख) : सरकार दवारा दिनांक 03.11.2025 के संकल्प के माध्यम से 8वें केंद्रीय वेतन आयोग का गठन कर दिया गया है, जिसमें निम्नलिखित शामित् हैं :
1. अध्यक्ष : श्रीमती न्यायमूर्ति रंजना प्रकाश देसाई
2. सदस्य(अंश-कालिक) : प्रो. पुलक घोष
3. सदस्य-सचिव : श्री पंकज जैन
(ग) : आयोग अपने गठन की तिथि से 18 माह के भीतर अपनी सिफारिश प्रस्तुत करेगा।
(घ), (छ) और (ज): 8वें केंद्रीय वेतन आयोग ने अभी तक सरकार को अपनी सिफारिश प्रस्तुत नहीं की हैं।
(ड) : केंद्रीय सरकार के सिवित्र कर्मचारियों की अनुमानित संख्या लगभग 35.77 लाख (01.03.2026 तक) है तथा रक्षा पेंशनभोगियों को छोड़कर पेंशनभोगियों/परिवार पेंशनभोगियों की संख्या लगभग 33.76 लाख (31.12.2025 तक) है।
(च): दिनांक 03.11.2025 के संकल्प के माध्यम से अधिसूचित ४8वें केंद्रीय वेतन आयोग के विचारार्थ विषय अनुबंध-I में संलग्न हैं।
