Subject: Verification of membership for recognition of Service Associations under CCS (RSA) Rules, 1993 and GDS Associations EDA Rules, 1995 — Calling for applications -reg
Madam/ Sir,
With reference to the subject cited above. it is informed that the Competent Authority has decided to conduct the verification of membership by the check-off system in payrolls through an online portal, namely Membership Verification System (MVS).
2. The verification shall be carried out for both Service Associations [under the CCS (RSA) Rules, 1993] and Gramin Dak Sevak (GDS) Associations (under the GDS (EDA) Rules, 1995]. For the purpose of verification of membership, the Department has identified 15 distinct categories for Service Associations (Annexure). Accordingly, all Service Associations are requested to submit their applications only under their respective identified category.
3. All Service Associations ; GDS Associations in the Department of Posts intending to participate in the verification process for the annexed categories should submit their applications along with the following documents/ information to SR Section latest by 31.08.2026:
- Memorandum of the Association,
- Constitution/Bye-laws of the Association,
- List of Office Bearers; and
- Estimated Membership Strength.
4. Associations are further requested to ensure that their Constitution/Bye-laws are drafted or amended in accordance with the Department’s policy. The Constitution/Bye-laws should explicitly specify the eligible cadre(s) represented by the Association. In addition, Service Associations shall clearly mention the category under which they are submitting their application for recognition.
5. Since the re-verification process will be conducted through the online portal, all Heads of Circles/Regions are requested to direct all Divisional Heads to sensitize employees and Gramin Dak Sevaks regarding the importance of linking their mobile number and email ID with APT IT 2.0, as the Membership Verification System will utilize the employee/GDS data mapped with APT IT 2.0.
6. All Heads of Circles, Heads of Regions, Federations, Service Associations, and GDS Associations are requested to give wide publicity to this communication.
