Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Union Government has received any formal representations regarding the establishment of a CGHS Allopathic Wellness Centre at Durgapur, West Bengal, if so, the details thereof;
(b) the details of the action taken by the Government on repeated demands for the said centre along with the specific reasons for not acceding to the same;
(c) whether the Government has taken note of the observation by the Standing Committee on Health regarding serious regional imbalance in the distribution of CGHS facilities and the need for their rapid expansion in underserved areas by relaxing existing norms, if so, the details and the action taken thereon;
(d) whether the Government is aware that the establishment of the CGHS centre is likely to serve numerous Central Armed Police Forces (CAPFs) personnel and defence personnel, employees of Durgapur Steel Plant, Railway staff and other public employees in the Durgapur-Asansol and the surrounding areas, if so, the details thereof; and
(e) whether the Government has advised beneficiaries to continue using nearby covered cities, despite many existing centres remaining overburdened and understaffed, if so, the reasons therefor?
ANSWER

(a) to (e): The Government has received the representations regarding establishment of a new CGHS Wellness Centre in Durgapur.
The establishment of a new Wellness Centre is subject to the availability of sanctioned posts and approval of requisite budgetary provisions which falls under the ambit of the Department of Expenditure.
This Ministry has laid down a revised procedure for empanelment of Health Care Organizations (HCOs) for providing CGHS facilities to the eligible Central Government pensioners/ serving employees. The offer of empanelment is open to HCOs located in cities already covered under CGHS as well as those district headquarters, which are not covered under CGHS, across India. CGHS beneficiaries shall be entitled to avail medical services directly from such empanelled hospitals in accordance with the existing CGHS guidelines.
At present, there are 26 CGHS Wellness Centres (including AYUSH units and a polyclinic) functioning across the state of West Bengal (Darjeeling-01, Howrah-01, Jalpaiguri-01, Kolkata-18 and North 24 Parganas- 05).
The Government is committed towards achieving Universal Health Coverage for all citizens, as per National Health Policy, through its various programs like Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY), Ayushman Arogya Mandir (erstwhile Ayushman Bharat Health & Wellness Centre), Ayushman Bharat Health Infrastructure Mission (ABHIM), Ayushman Bharat Digital Mission (ABDM), and National Health Mission (NHM) through its Rural and Urban components. In addition, All India Institute of Medical Sciences (AIIMS), Kalyani, Government Medical Colleges and District Hospitals are also functioning in the State of West Bengal to cater all the health needs.
Central Government serving employees residing in areas not covered under CGHS are eligible to avail medical treatment through the Authorized Medical Attendant (AMA) system under the Central Services (Medical Attendance) Rules, 1944. Pensioners residing in non-CGHS areas have the following options:
- to avail Fixed Medical Allowance (FMA);
- to avail CGHS facilities (OPD and IPD) by enrolling in the nearest CGHS-covered city on payment of the prescribed subscription; or
- to avail FMA for OPD treatment and CGHS facilities for IPD treatment on payment of the prescribed subscription, in accordance with the extant CGHS guidelines.

क्या स्वास्थ्य एवं परिवार कल्याण मंत्री यह बताने की कृपा करेंगे किः
(क) क्या केंद्र सरकार को पश्चिम बंगाल के दुर्गापुर में एक सीजीएचएस एलोपैथिक आरोग्य केंद्र की स्थापना के संबंध में कोई औपचारिक अभ्यावेदन प्राप्त हुआ है और यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ख) उक्त केंद्र की बार-बार की जा रही मांगों पर सरकार द्वारा की गई कार्रवाई का ब्यौरा तथा इसे स्वीकार न किए जाने के विशिष्ट कारण क्या हैं;
(ग) क्या सरकार ने सीजीएचएस सुविधा प्रदान करने में गंभीर क्षेत्रीय असंतुलन और मौजूदा मानदंडों में ढील देकर कम सेवा प्राप्त क्षेत्रों में उनके तीव्र विस्तार की आवश्यकता के संबंध में स्वास्थ्य संबंधी स्थायी समिति की टिप्पणी का संज्ञान लिया है और यदि हां, तो तत्संबंधी ब्यौरा और उस पर क्या कार्रवाई की गई है;
(घ) क्या सरकार इस बात से अवगत है कि दुर्गापुर-आसनसोल और आसपास के क्षेत्रों में सीजीएचएस केंद्र की स्थापना से बड़ी संख्या में केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ़) और रक्षा कर्मियों, दुर्गापुर स्टील प्लांट के कर्मचारियों, रेलवे कर्मचारियों तथा अन्य सरकारी कर्मचारियों को सेवा मिलने की संभावना है और यदि हां, तो तत्संबंधी ब्यौरा क्या है; और
(ड.) क्या सरकार ने लाभार्थियों को इस तथ्य के बावजूद कि कई मौजूदा केंद्र अत्यधिक बोझ से दबे हुए हैं और उनमें स्टाफ की कमी है, पास के उन शहरों में सेवा लेने की सलाह दी है जो इसके दायरे में आते हैं और यदि हां, तो तत्संबंधी कारण कया हैं?

(क) से (ड.): सरकार को दुर्गापुर में नए सीजीएचएस आरोग्य केंद्र की स्थापना के संबंध में अभ्यावेदन प्राप्त हुए हैं।
नए आरोग्य केंद्र की स्थापना स्वीकृत पदों की उपलब्धता तथा आवश्यक बजटीय प्रावधानों के अनुमोदन के अध्यधीन होती है, जो व्यय विभाग के कार्यक्षेत्र में आता है।
इस मंत्रालय द्वारा पात्र केंद्रीय सरकारी पेंशनभोगियों/सेवारत कर्मचारियों को सीजीएचएस सुविधाएं उपलब्ध कराने हेतु स्वास्थ्य सेवा संगठनों के पैनलबद्धीकरण के लिए संशोधित प्रक्रिया निर्धारित की गई है। पैनलबद्धीकरण हेतु आवेदन आमंत्रण उन शहरों में स्थित हेल्थ केयर संगठनों के लिए खुला है, जो पहले से सीजीएचएस के अंतर्गत आते हैं, साथ ही भारत के उन सभी जिला मुख्यालयों में स्थित हेल्थ केयर संगठनों के लिए भी, जो अभी सीजीएचएस के अंतर्गत शामिल नहीं हैं। सीजीएचएस लाभार्थी वर्तमान सीजीएचएस दिशा निर्देशों के अनुसार ऐसे पैनलबद्ध अस्पतालों से सीधे चिकित्सा सेवाएं प्राप्त करने के हकदार होंगे।
वर्तमान में पश्चिम बंगाल राज्य में कुल 26 सीजीएचएस आरोग्य केंद्र (आयुष इकाइयों तथा एक पॉलीक्लिनिक सहित) कार्यशील हैं, जिनमें दार्जिलिंग-01, हावड़ा-01, जलपाईगुड़ी-01, कोलकाता-18 तथा उत्तर 24 परगना-05 शामिल हैं।
सरकार आयुष्मान भारत प्रधानमंत्री जन आरोग्य योजना (एबी-पीएमजेएवाई), आयुष्मान आरोग्य मंदिर (पूर्ववर्ती आयुष्मान भारत स्वास्थ्य एवं कल्याण केंद्र), आयुष्मान भारत स्वास्थ्य अवसंरचना मिशन (एबीएचआईएम), आयुष्मान भारत डिजिटल मिशन (एबीडीएम) तथा राष्ट्रीय स्वास्थ्य मिशन (एनएचएम) के ग्रामीण एवं शहरी घटकों जैसी विभिन्न योजनाओं के माध्यम से राष्ट्रीय स्वास्थ्य नीति के अनुरूप सभी नागरिकों के लिए सार्वभौमिक स्वास्थ्य कवरेज सुनिश्चित करने के लिए निरंतर प्रयासरत है। इसके अतिरिक्त, पश्चिम बंगाल राज्य में सभी स्वास्थ्य संबंधी आवश्यकताओं की पूर्ति हेतु अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स), कल्याणी, सरकारी चिकित्सा महाविद्यालय तथा जिला अस्पताल भी कार्यशील हैं।
सीजीएचएस के अंतर्गत शामिल क्षेत्रों से इतर क्षेत्रों में निवास करने वाले केंद्र सरकार के सेवारत कर्मचारी केंद्रीय सेवा (चिकित्सा परिचर्या) नियम, 1944 के अंतर्गत अधिकृत चिकित्सा परिचर प्रणाली के माध्यम से चिकित्सा उपचार प्राप्त करने के हकदार हैं। गैर-सीजीएचएस क्षेत्रों में निवास करने वाले पेंशनभोगियों के लिए निम्नलिखित विकल्प उपलब्ध हैं:
(i) नियत चिकित्सा भत्ता प्राप्त करना;
(ii) निर्धारित अंशदान का भुगतान कर निकटतम सीजीएचएस सुविधाओं वाले शहर में पंजीकरण कराकर सीजीएचएस की बहिरंग रोगी (ओपीडी) तथा अंतरंग रोगी (आईपीडी) सुविधाओं का लाभ प्राप्त करना; अथवा
(iii) मौजूदा सीजीएचएस दिशा-निर्देशों के अनुसार निर्धारित अंशदान का भुगतान कर बहिरंग रोगी (ओपीडी) उपचार हेतु नियत चिकित्सा भत्ता (एफएमए) तथा अंतरंग रोगी (आईपीडी) उपचार हेतु सीजीएचएस सुविधाओं का लाभ प्राप्त करना।
