Sub: Appointment on Compassionate Ground – Cases of compassionate ground appointees who fail to successfully complete the prescribed pre-requisite training – Clarification.
References have been received from Railways seeking clarification regarding the course of action to be adopted in cases where a compassionate ground appointee fails to successfully complete the prescribed pre-requisite training for the post against which he/she has been appointed.
2. The matter has been examined in the Board. It has been decided that, in such cases, the compassionate ground appointee may first be given the option to complete the prescribed training in terms of the provisions contained in para 4.1 of Master Circular No. 29 applicable to direct recruits.
3. In case the compassionate ground appointee is still unable to successfully complete the training or is not willing to avail of the above option, Railway may consider appointment of such appointees against a suitable alternative post, including a post in a lower Level, for which he/she possesses the prescribed educational qualification, medical fitness and is found suitable, instead of termination of his services.
