Sub: Clarification regarding eligibility for incentives and Out-of-Turn Promotion (OTP) to Railway Sportspersons.
Attention is invited to Para 9 of Board’s letter No. 2010/E(Sports)/4(1)/01/Policy dated 31.12.2010 (RBE-189B/2010), as amended from time to time, regarding grant of incentives and OTP to Indian Railway sportspersons.
2. References from different Zonal Railways have been received seeking clarification as to whether the benefit of OTP and other sports incentives is admissible only to the employees recruited through Sports Quota or also to employees recruited through other modes, who subsequently achieve the prescribed sports norms during Railway service.
3. The matter has been examined. It is clarified that the eligibility for OTP and other sports incentives shall be determined on the basis of fulfillment of the prescribed sports norms and other conditions laid down under the extant policy guidelines, provided the Railway Employee represents Indian Railways or the country, in the recognized game disciplines of Indian Railways. The benefit shall be admissible irrespective of the mode of initial recruitment of the Railway Employee. Accordingly, Railway employees recruited through Sports Quota, Railway Recruitment Boards/Railway Recruitment Cells or any other mode may be considered for OTP and other admissible sports incentives, subject to fulfillment of the prescribed sports norms and other conditions stipulated under the extant policy guidelines.
4. This clarification supersedes all previous instructions/clarifications issued by Railway Board on the above matter.
This issues with the approval of Director General (Human Resource).
