Sub: Formation of Panel in cases where different selections are held simultaneously for the same feeder categories.
Certain Railways have reported that where different selections are held simultaneously and the feeder categories for such selections are the same or overlap, the staff have the option to appear in all or any one of the selections as per their choice. In such cases, it is difficult to ascertain in advance the category of post to which a particular staff member would ultimately opt for promotion. This may lead to a situation where shortfall in panels occur as the same employees may be selected for multiple categories.
Railway Board has examined the matter and it has been decided that in such cases, the provisions of Para-228 of IREM-I may be applied. Accordingly, wherever necessary, amendments in the panel may be carried out at the Railway level in terms of Para-219(L) of IREM-I.

विषयः उन मामलों में पैनल का गठन जहां एक ही फीडर कोटियों के लिए एक साथ अलग अलग चयन प्रक्रियाएं आयोजित की गई।
कुछ रेलवे ने रिपोर्ट किया है कि जहां विभिन्न चयन एक साथ आयोजित किए जाते हैं और ऐसे चयन के लिए फीडर कोटियां एक समान या ओवरलैप करने वाली होती हैं, कर्मचारियों के पास अपनी पसंद के अनुसार सभी या किसी भी एक चयन में शामिल होने का विकल्प होता है। ऐसे मामलों में, यह पहले से तय करना मुश्किल होता है कि एक विशेष कर्मचारी अंततः पद की किस कोटि के लिए पदोन्नति का विकल्प चुनता है। इससे ऐसी स्थिति उत्पन्न हो सकती है, जहां पैनल में कर्मचारियों की कमी हो जाए, क्योंकि एक ही कर्मचारी को कई कोटियों के लिए चुना जा सकता है।
2. रेलवे बोर्ड ने मामले की जांच की है और यह विनिर्णय किया है कि ऐसे मामलों में, भारतीय रेल स्थापना नियमावली। के पैरा-228 के प्रावधान लागू किए जाए। तदनुसार, जहां भी आवश्यक हो, भारतीय रेल स्थापना नियमावली-1 के पैरा-219 (एल) के संदर्भ में रेलवे स्तर के पैनल में संशोधन किए जाए।
